27일 이라크 의회는 2011년까지 미군의 이라크 주둔을 허용하는 미국-이라크 안보협정을 비준했습니다.
이라크 의회는 이날 거수 표결을 통해 제적의원 275명 중 198명이 참석, 찬성 144명으로 협정 비준을 가결했습니다.
협정을 지지하는 이라크 시아파 지도자들은 수니파 정당들을 설득해 막판 합의를 이뤄냈으며, 대신 6개월 이내에 협정에 대한 국민투표를 실시해야 한다는 수니파의 요구를 받아들였습니다. 또, 수니파 정당들의 정부에서 발언권을 높이기 위한 요구한 정치 개혁 조치들도 받아들여졌습니다.
협정은 이제 이라크 대통령 위원회의 승인을 받아야 합니다.
이후 미국-이라크 안보협정은, 다국적군의 이라크 주둔을 정의한 유엔 결의안을 대체하게 됩니다. 이 결의안은 12월 31일 만료될 예정입니다.
새로운 안보협정은 미군 병력이 내년 6월 30일까지 이라크의 도시들에서 철수할 것을 규정하고 있으며, 이라크 정부가 자국 내 미군에 대해 엄격한 감독을 할 수 있도록 합니다.
The Iraqi parliament has approved a security pact with the United States that allows U.S. troops to remain in Iraq until the end of 2011.
A majority of Iraqi lawmakers (144 of 198 present) approved the deal today (Thursday)in Baghdad by a show of hands.
The vote came after last minute deals that included Iraqi Shi'ite leaders conceding to a Sunni bloc that a referendum on the pact will be held within six months. Sunni parties also extracted a promise of political reforms guaranteeing their minority voice a greater say in government.
The U.S.-Iraqi security pact must now be approved by Iraq's three-member presidential council, a move widely expected, before it comes into force.
It would then replace the United Nations mandate for the U.S. military presence in Iraq that expires on December 31st.
The deal calls for U.S. forces to withdraw from Iraqi cities by June 30th as an interim step. It also gives Iraq strict oversight over U.S. forces in the country.
