소말리아의 식량결핍 등 인도적 위기에 대해 국제사회가 보다 많은 관심을 기울여야 한다고 유엔 인권특사가 촉구하고 있습니다. 유엔의 인도적 구호기관들도 소말리아의 인도적 위기가 극도로 위급한 상황이라고 경고하고 있습니다.
유엔의 압둘 아지즈 아루크반 인도적 위기 특사는 지난 달, 27일 소말리아 중부지역을 방문해 인도적 위기 실태를 확인했습니다. 아루크반 특사는 소말리아에 인접한 케냐 국경 지역의 난민 수용소도 방문했습니다.
자신이 목격한 것은 말 그대로 인도적 위기였다는 것입니다. 조금 남아있는 식량의 가격은 극도로 비싸서 달걀 한 개의 값이 소말리아 화폐로 5천 쉴링이라며, 이는 금년초에 비해 다섯 배나 올랐다고 아루크반특사는 전했습니다.
유엔의 인도적 구호기관인 세계식량계획 WFP의 소말리아 식량안보지원단은 현지 인도적 위기에 관한 새로운 보고서를 발표하고 상황이 세계 최악이라고 지적했습니다.
식량안보지원단의 신디 홀레만 기술지원 담당관은 인도적 위기의 규모가 엄청난 속도로 확산되고 있어 소말리아인들의 영양실조가 전국적으로 확대되고 있고 일반적으로 식량위기가 덜 심한 북부지역에서도 영양실조에 빠져드는 사람들이 늘고 있다고 밝혔습니다.
소말리아의 인도적 위기를 겪는 사람들이 금년초에 1백80만 명이었는데 지금은 3백20만 명으로 77 %나 증가했다고 식량지원단 보고서는 지적하고 있습니다. 보고서는 소말리아의 식량안보 등 인도적 위기를 부추기는 것은 엄청난 물가상승이라고 지적합니다. 소말리아의 과도한 화폐 발행으로 식품가격이 1년새 7백 %나 치솟았다는 것입니다. 소말리아의 식량안보 위기는 전국에 걸친 가뭄탓으로 더욱 악화되고 있습니다.
더구나 소말리아에서는 허약한 중앙정부와 극단주의 회교도들 간에 계속되는 내전 때문에 인도적 위기가 더욱 악화되고 있습니다. 유엔의 마크 보우든 소말리아 인도적 지원 조정관은 소말리아에 대한 인도적 지원을 약속한 나라들은 신속히 구호식량 제공을 이행하라고 촉구하고 있습니다.
보우든 조정관은 소말리아의 내전 때문에 구호활동 비용이 갈수록 증가하고 있다고 지적합니다. 소말리아인들에게 구호식량과 의료품들을 보다 효과적으로 공급하기 위해 구호활동 요원들과 자원봉사자들의 신변안전에 많은 비용을 들이고 있기 때문이라는 것입니다. 원조기금으로는 구호요원 신변안전에 드는 비용을 충당할 수가 없다고 보우든 조정관은 지적합니다.
소말리아에서는 구호요원들에 대한 공격과 납치 위험이 갈수록 커지고 있습니다. 최근 유엔 난민기구의 모하메드 알리 소말리아 담당관이 수도, 모가디슈에서 납치됐다가 두 달만에 풀려났습니다. 또한 구호품의 선박수송은 소말리아 인근 해상의 해적행위 때문에 위축되고 있는 실정입니다.

The U.N. Special Humanitarian Envoy appealed for increased attention to the
humanitarian crisis in Somalia, following a trip to the country. As Derek Kilner
reports from Nairobi, humanitarian agencies are warning of an alarming rise in
the need for humanitarian assistance in Somalia.
The U.N. Special
Humanitarian Envoy Abdul Aziz Arrukban on Wednesday visited south-central
Somalia, one of the areas worst affected by the humanitarian crisis, as well as
a refugee camp on the Kenyan side of the border with Somalia
"What I saw
is really a humanitarian crisis," Arrukban said. "The little food that was
available was extremely expensive. In the local markets, one egg costs around
5,000 Somali shillings, it is a five-times increase from the beginning of the
year."
His visit came as the Food Security Analysis Unit of Somalia, an
organization managed the World Food Program, released new figures on the
humanitarian situation in Somalia, which it calls one of the worst in the
world.
The organization's chief technical advisor, Cindy Holleman,
described the situation.
"The scale and the magnitude and the speed at
which the humanitarian crisis right now is deteriorating is very alarming and
very profound," Holleman said. "Just from the beginning of this year, the number
of people in humanitarian crisis has increased 77 percent. That is going from
1.8 million people to more than 3.2 million people.
She said
malnutrition rates are increasing across the country, even in the north, which
has generally been less affected.
According to the group's assessment,
massive inflation has been a major driver of the crisis. Spurred on by excessive
printing of new bills, food prices have increased by 700 percent in the past
year. The problem is compounded by continued drought in the country.
Most
importantly, Somalia, unlike many other countries coping with rising global food
prices, also faces rampant insecurity. The conflict in Somalia has grown more
severe in recent months, as a weak transitional government struggles to contain
a growing Islamist-led insurgency.
The U.N. humanitarian coordinator for
Somalia, Mark Bowden, described the challenges of providing assistance in the
country, and called on donor government to step up their support.
"The
cost of doing work in Somalia is becoming higher and higher because of that. We
have to invest, tragically, in the security of our staff and also the security
of all humanitarian workers in there to be able to deliver more effectively. And
this comes at a cost," Bowden said. "And it is that cost which is rarely met by
the donor community."
Attacks on and abductions of aid workers have been
a growing concern on the ground in Somalia, and delivery of aid by sea has been
discouraged by growing piracy of the Somali coast.
In a rare piece of
good news, the U.N. refugee agency announced that its top official in Somalia,
Hassan Mohammed Ali, was released Wednesday. He was abducted near Mogadishu more
than two months ago.
