조지 부시 미국 대통령이 미 정보기관들간의 협력을 개선시키기 위해 국가정보국장의 권한을 격상시키는 행정명령에 서명했습니다.
이에 따라 미국 내 여러 정보기관들을 관장하는 마이크 맥코넬 국가정보국장은 미국과 다른 나라들과의 정보관계 관련 정책을 수립하는 권한을 맡게 됩니다. 이같은 역할은 지금까지 미 중앙정보국, CIA가 주도해왔습니다.
또 이번 행정명령에 따라 미 정보기관들의 행동지침을 위한 틀이 마련됩니다. 백악관은 현행 암살금지와 인간실험에 대한 제한 조치들은 계속 유지된다고 밝혔습니다.
맥코넬 국장은 또 미국의 16개 정보기관들간의 정보 수집과 분석, 공유에 관한 지침 마련을 책임지게 됩니다.

U.S. President George Bush has
issued an executive order giving new powers to the national intelligence
director to improve coordination among the country's spy agencies.
The order gives the director, Mike McConnell, the authority to form policies
guiding U.S. intelligence relationships with other countries. The Central
Intelligence Agency previously took the lead in this role.
The measure also establishes a framework for the conduct of the country's
intelligence agencies. The White House says the guidelines uphold the existing
ban on assassination and maintain the limitations on human experimentation.
McConnell also will be responsible for issuing guidelines on the collection,
analysis and sharing of information among the 16 U.S. intelligence agencies.
The order empowers McConnell to make acquisitions, such as new satellites, and
other funding decisions.
