인도와 파키스탄은 양국간 평화회담을 21일, 파키스탄 수도 이슬라마바드에서 재개합니다. 인도-파키스탄의 이른바 복합대화과정이라 불리는 제4차 평화회담은 파키스탄에서 지난 3월 민간 정부가 출범한 이래 처음 열리는 것입니다. 파키스탄-인도간 평화회담 재개 배경과 의제에 관해 구체적으로 알아봅니다.
인도-파키스탄간 평화회담은 1주일전에 열릴 예정이었습니다. 그러나 인도 서부지역 라자스탄주, 지난 13일, 자이푸르시에서 연쇄 폭탄공격이 벌어져 60여 명이 살해되는 테러사태가 발생해 인도의 프라납 무케르지 외무장관의 파키스탄 방문이 연기됐습니다.
자이푸르시에서 연쇄 폭탄공격 테러가 벌어진 같은 날 파키스탄측이 인도-파키스탄간 분쟁지역, 카슈미르의 통제선에 위치한 인도측 초소 한 곳에 총격을 가해 2003년 정전협정을 위반했다고 인도 육군당국이 주장하고 있습니다. 그러나 파키스탄은 인도의 주장을 부인하고 있습니다. 카슈미르의 인도측 행정구역 삼바에서 분리주의 과격단체 소속 용의자들과 인도군간에 벌어진 총격전으로 여덟 명이 살해됐습니다.
또한 지난 17일에는 카슈미르 남부 트랄 구역에서 대규모 총격전이 벌어져 반란분자 여섯 명이 인도 경찰에 의해 살해됐습니다. 카슈미르 인도지역에서는 최근 테러분자들이 경계선을 넘어 침투하는 사태가 갑자기 늘어났다고 인도 관계관들은 지적하면서 이는 파키스탄측의 선동에 의한 것이라고 비난하고 있습니다. 인도 관계관들은 침투한 반란분자들이 공격을 벌인 것이라고 주장하고 있습니다.
따라서 21일 재개되는 인도-파키스탄간 평화회담에서 인도에서 벌어진 테러 공격사태가 주요 의제에 오를 것으로 예상됩니다.
과거엔 인도에서 테러 공격사태가 벌어지면 인도는 파키스탄에 근거를 둔 카슈미르 분리주의 테러단체들의 소행이라고 즉각 비난했었으나 이번엔 자제하는 태도를 보였습니다. 그러나 인도 관계관들은 이번 평화회담에서 국경 침범 테러리즘과 극단주의자 침투 문제가 의제로 부각될 것이라고 말하고 있습니다.
인도 외무부의 시브 샨카르 메논 차관은 파키스탄-인도간 평화회담이 열리기 하루 전에 파키스탄 외무차관과 만나 회담의제에 관해 논의합니다. 메논 차관은 자이푸르 연쇄 폭탄공격 테러 사태가 벌어진 직후 수도 뉴델리에서 기자회견을 갖고 인도 정부의 생각을 밝혔습니다.
인도로선 테러분자들의 침투사실이 문제라고 지적하고 자체적으로 테러분자 침투에 대처하는 동시에 쌍무적인 대책도 강구할 것이며 파키스탄측에 이 문제를 제기할 것이라고 밝혔습니다. 메논 차관은 그러나 자이푸르 연쇄 폭탄공격 테러사태를 파키스탄과 연결지어 비난하지는 않았습니다.
메논 차관은 성급한 판단은 하지 않겠다며 조사를 진행하면서 사태를 지켜보고 있다고 말했습니다. 인도 정부는 조사결과가 나온다음에 추후대책을 결정하겠다는 것입니다.
한편, 파키스탄측은 메논 인도 외무차관의 발언을 대수롭지 않게 여기면서 이번 양국간 평화회담에 대해 낙관을 표명하고 있습니다. 파키스탄 외무부 대변인은 지난 15일, 파키스탄 관계관들이 재개되는 인도-파키스탄간 평화회담에 대해 매우 긍정적이며 카슈미르를 포함해 여러 가지 문제들에서 추가적인 진전이 이루어질 것으로 기대한다고 말했습니다.

INTRO: The foreign ministers of India and Pakistan are meeting in Islamabad on Wednesday, May 21st, for the fourth round of the so-called composite dialogue process. It is the first high level bilateral talks between the two countries since the civilian government took over in Pakistan in March. Indian officials say they will raise the issue of alleged infiltration and "cross border terrorism" with Pakistan.

serial bomb blasts in crowded markets shook the Indian city of Jaipur killing more than 60 people.
The same day the Indian army said that Pakistan had violated a 2003 ceasefire along the Line of Control in Kashmir by firing at one of its posts. Pakistan denied the allegation.
In Kashmir, where India claims an insurgency was at its end, officials say that there is a sudden increase in infiltration on the borders, allegedly abetted by Pakistan.
Eight people were killed in a gunfight between suspected militants and troops in the Samba sector of Indian administered Kashmir last week. Officials blamed recent infiltration for the attack. On Saturday, Indian police killed six rebels in a major gunfight in the Tral area of southern Kashmir.
The developments are likely to dominate bilateral talks on Wednesday that are the first since the civilian government n Pakistan took over in March. Earlier, the two countries held three rounds of dialogue since initiating a peace process in 2003.
Unlike in past incidences, where India has been quick to blame Pakistan based groups for the blasts, this time it showed restraint. However officials said the issue of what India calls cross border terrorism and infiltration will come up in the scheduled talks.
India's foreign secretary Shiv Shankar Menon will be meeting his Pakistani counterpart a day ahead of the talks between the foreign ministers.
Talking to reporters in New Delhi after the Jaipur blasts last week Menon said:
For us the fact of infiltration itself is a problem. We will deal with it on the ground and also bilaterally with Pakistan. We will raise it with them.
Menon however refrained from blaming Pakistan for the blasts.
I wont jump to conclusions. We are still in the process of investigating and looking at it. Once we come to certain conclusion then we will decide what we do.
The Pakistani side has however expressed optimism about the talks and played down Menon's remarks. Pakistan's foreign office spokesman said Thursday that they were very positive about the talks and hope to make further progress on many issues including Kashmir. (SIGNED)
