President Bush has defended a U.S. plan to establish a missile defense program in eastern Europe that Russia considers a threat.
Mr. Bush told foreign reporters on Thursday that the program is intended to defend against hostile regimes, and is not aimed at Russia.
Washington plans to establish a radar base in the Czech Republic and missile-intercepting rockets in Poland. U.S. officials say the system is designed to counteract threats from what the United States considers rogue states such as Iran and North Korea.
However, Russian President Vladimir Putin has accused the U.S. of initiating what he terms a "new round of the arms race."
Mr. Bush is scheduled to meet with the Russian president next week at the Group of Eight industrial nations (G-8) summit in Germany.
