제3회 팔레스타인 영화제가 현재 영국 런던에서 열리고 있습니다. 이번 영화제에 참여하고 있는 한 영화감독은 유혈분쟁이 계속되고 있는 팔레스타인 자치정부내 극도로 어려운 상황에도 불구하고 현지 주민들은 평소처럼 하루 하루 지내 고 있다고 말했습니다.
지난 4월 27일 부터 이주일 일정으로 열리고 있는 올해 팔레스타인 영화제에는 40편이 넘는 팔레스타인 영화 감독들의 작품이 선보이고 있습니다. 이들 감독들 가운데는 팔레스타인 지역에서 거주하고 있거나 유대인 출신들이 일부 포함돼있습니다.
나즈와 나자르 (Najwa Najjar) 감독은 현재 팔레스타인 자치정부 수도인 라말라를 기반으로 활동하고 있습니다. 나자르 감독의 ‘야스민의 노래 (Yasmine’s Song)’는 수상경력이 있는 단편영화로 다른 작품들과 함께 이번 영화제의 개막식 밤을 장식했습니다. 나자르 감독은 ‘미국의 소리’ 방송과의 회견에서 팔레스타인 영화산업은 이제 막 싹트기 시작했지만 팔레스타인인들에게 영화제작은 쉬운 일이 아니라고 말했습니다.
나자르 감독은 영화를 제작하기 위해서는 제작장비와 제작진의 이동여건이 갖춰져야한다고 말했습니다. 나자르 감독은 가령 촬영장소였던 이스라엘의 제리코는 군사지역이었기 때문에 그곳에서의 촬영계획을 제대로 세우기란 매우 힘들었다고 말했습니다. 제작진 가운데는 이스라엘에서 합법적으로 거주하고 있는 팔레스타인인들과 요르단 강 서안지구나 예루살렘 출신들도 있는데 이들은 가지각색의 신분증을 소지하고 있고 사람마다 접근이 가능한 도로들이 다르다는 것입니다. 제작진은 또 이스라엘군 병사들이 언제라도 불쑥 나타날 수 있는 벽 주변에서 촬영하고 있었기 때문에 촬영은 아무때라도 중단될 위협에 처해있는 등 보안문제도 있었다고 나자르 감독은 말했습니다.
재정적인 여건도 큰 문제입니다. 나자르 감독은 팔레스타인 자치 정부로서는 팔레스타인인들에게 기본적인 필수품들을 제공하는 등, 시급한 문제들에 당면해있다 보니 영화산업에 대한 투자는 틀 뒷켠으로 내몰린다고 지적했습니다. 나자르 감독은 해외 기부국들의 투자는 기꺼이 받아들이고 있지만 이같은 투자에는 특정 조건들이 따라 붙는다고 말했습니다. 가령 기부국들이 제작인력을 제공하는 경우가 있습니다. 나자르 감독은 이같은 지원을 이해하면서도 이는 팔레스타인 영화산업의 성장을 가로막는다고 설명했습니다. 나자르 감독은 팔레스타인 영화작품들은 다양한 주제들을 다루지만 대체로 팔레스타인인들과 팔레스타인 지역에 관한 정치적 현안들에서 크게 벗어나지는 않는다고 말했습니다. 나자르 감독의 ‘야스민의 노래’는 연인관계의 한 남녀가 이스라엘과 요르단강 서안지구를 가로지르는 장벽이 세워짐에 따라 겪게 된 서로간의 관계에서의 관습적 문제 외에 물리적 갈등을 그리고 있습니다.
팔레스타인 자치정부와 분쟁관계인 이스라엘의 영화산업은 상대적으로 발달됐지만 나자르 감독은 이스라엘 영화 제작자들과 영화를 공동제작할 가능성을 일단 일축했습니다.
나자르 감독은 이스라엘 문화에 대한 팔레스타인의 불매운동이 진행되고 있다며 현재로서는 공동제작 계획은 없다고 말했습니다. 나자르 감독은 양측의 정치관계가 정상이 아닌데 마치 모든 것이 정상적인 것 처럼 이스라엘을 문화적으로 상대할 수는 없다고 말했습니다. 그는 이어 문화협력으로 팔레스타인 지역에 대한 이스라엘의 점령을 중단시킬 수는 없지만 점령이 끝남으로써 문화협력을 불러일으킬 수 는 있을 것이라고 말했습니다. 이스라엘과 팔레스타인은 2차 세계대전 이후 이스라엘 국가가 팔레스타인 지역에 수립되면서 오늘날까지 분쟁을 겪고 있습니다.
비록 이같은 정치 문제들은 팔레스타인 영화산업의 보다 빠른 성장에 걸림돌이 되고는 있지만 런던 영화제는 팔레스타인 영화 제작자들이 어려운 환경에서도 좋은 영화를 만들 수 있음을 보여줄 수 있는 좋은 기회입니다. 이번 영화제는 5월 10일까지 계속됩니다.

TEXT: The two-week festival features more than 40 films made by Palestinian directors, some of whom are based in Palestinian territories and others in the diaspora.
Najwa Najjar is based in Ramallah and her award winning short film "Yasmine's Song" was one of those screened on the opening night. She told VOA that there is a budding film industry, but film making is not easy for Palestinians.

"There is a lot of logistics that have to be done. For example Jericho was closed. It was a military area before we were about to shoot, so it made it very difficult for us to plan properly. We have some people who come from Israel proper, Palestinians who live there, people from the West Bank and people from Jerusalem. Each one has a different color of ID so they can go on some roads, they cannot go on other roads, and they can enter here and they cannot enter here. All of this and the security, we were shooting next to the wall soldiers can come at any time, they can stop you at any
time, and we were threatened."

Money is also a major problem, Najjar said. She said for the government, faced with more pressing issues such as providing just the basics for the people, funding the film industry is not a priority.
She says funds from foreign donors, while welcome, mostly come with certain conditions. One of these is that the donor country will provide some production personnel. Najjar said while this is understandable, it impedes growth for the Palestinian film industry.
The films cover various themes, but Najjar agreed that they never stray too far from the political issues facing the Palestinians and the region in general. "Yasmine's Song" for instance is about two young lovers who, besides facing traditional hurdles in their relationship, came up against an extra, physical, barrier when a wall that divides Israel and the West Bank was constructed.
While the film industry in Israel is more developed, Najjar dismissed the option of any
co-productions with Israeli filmmakers.

Politics may be in the way of speedier development of a Palestinian film industry, but the London Festival is a chance for filmmakers to show they can make good movies, even under less than ideal conditions. (SIGNED)
