중국의 소수민족 탄압 시정돼야 (Eng)


미국 국무부는 중국의 인권상황에 관한 연례 보고서에서 중국내 위구르족 회교도들의 정치, 종교, 문화적 권리가 계속 침해당하고 있는데 대한 깊은 우려를 나타냈습니다. 보고서에 따르면 중국의 신장 당국은 지난해에도 무허가 종교활동 등 정부 자치권에 대한 위협으로 간주되는 활동을 벌인혐의로 개개인들을 체포.구금했습니다. 신장 당국은 구금자들을 국가안보 관련 범죄 등 다양한 범죄행위로 기소했습니다.

중국 회교도들은 중국내 다른 종교 집단들 처럼 엄격한 등록 의무요건을 따라야 합니다. 그러나 이같은 규정들은 신장 지역의 위구르족 회교도들에 대해서는 특별히 더 엄격히 시행되고 있습니다. 중국내 모든 회교사원들은 관영 ‘중국 이슬람교 협회’에 가입해야합니다. ‘이맘’으로 불리우는 회교 성직자들은 종교활동을 벌이기 전에 반드시 당국으로 부터 면허를 발급받고 정기적으로 애국주의에 관한 교육 강좌를 들어야 합니다. 신장 당국은 흔히 평화적 종교 활동을 벌이는 개개인들에게 테러주의와 분리주의, 그리고 극단주의 등 이른바 ‘3가지 사악한 행위’로 불리우는 혐의를 적용합니다.

중국에서 위구르족 인권 운동가들과 그들의 가족은 심한 처벌을 받습니다. 신장의 중국 법원은 최근 압리킴 압디리임 (Ablikim Abdiriyim)씨에게 분리주의 운동을 선동하고 가담한 혐의로 징역 9년형을 선고했습니다.

압리킴씨는 현재 망명중인 ‘세계위구르평의회 (World Uighur Congress)’의 레비야 카디르 (Rebiya Kadeer) 의장의 아들입니다. 카디르 의장의 다른 두 아들도 탈세혐의로 기소돼 그중 한명은 징역 7년형을 선고 받았습니다. 압리킴씨와 그의 형제 1명은 구금중에 학대 받은 것으로 보도됐습니다. 미국은 이같은 혐의들과 정당한 법적 절차가 마련되지 않고 있는데 대해 여러 차례 우려를 제기했습니다. 법적 절차의 부재는 카디르 의장의 미국내 정치활동에 대한 보복행위인 것으로 추정되고 있습니다. 미국은 또 지난 해 3월 우즈베키스탄에서 중국으로 송환된 캐나다인 후세인잔 제릴 (Huseyincan Celil)씨의 송환과 기소, 선고과정에서 드러난 법적 절차의 공백에 대한 우려도 제기했습니다.

중국은 국제사회와 함께 전세계적으로 발생하는 테러행위를 근절할 합당한 권리와 의무를 공유하고 있습니다. 이와 동시에 중국 정부는 평화적인 반정부 운동에 가담하는 위구르족이나 다른 개개인들에 대한 탄압의 구실로 테러를 이용해서는 안됩니다. 미국 국무부의 토머스 크리스튼슨 (Thomas Christensen) 동아시아 태평양 담당 부차관보는 중국은 자국민의 자유를 억누를 때마다 국가의 잠재력을 충분히 발현할수 있는 능력을 스스로 제한하는 것이라고 말했습니다. 크리스튼슨 부차관보는 중국은 보다 투명하고 자유로운 개방된 사회를 이룩할 때 까지 국제무대의 지도국으로 간주되지 않을 것이라고 말했습니다.

Voice: In its annual human rights report on China, the U.S. State Department expressed great concern over continued violations of the political, religious, and cultural rights of China's Uighur [way-gerr] Muslims. According to the report, Xinjiang [shin-jong] authorities continued last year to detain and arrest persons engaged in activities considered threatening to government authority, including
unauthorized religious activities, and charged them with a range of offences including state security crimes.

Chinese Muslims are subject to the same stringent registration requirements that other religious communities face; however, these regulations are enforced particularly strictly among Xinjiang's Uighur Muslims. All mosques in China must register with the state-run China Islamic Association. Imams must be licensed by the state before they can practice, and must regularly attend patriotic education sessions.
Xinjiang authorities often accuse individuals engaged in peaceful religious activity with committing the "three evils" of terrorism, separatism, and extremism.

In China, Uighur rights activists and their families can face harsh penalties. A Chinese court in Xinjiang recently sentenced Ablikim Abdiriyim [Ah-blih-keem Ab-deer-rihm] to nine years in prison for allegedly "instigating and engaging in secessionist activities." Mr. Ablikim is the son of the exiled president of the World Uighur Congress, Rebiya Kadeer. Two of Ms. Kadeer's other sons were charged with tax offenses, one of whom was given a seven-year prison sentence. There are reports that Mr. Ablikim and
another son were mistreated while in detention. The United States has repeatedly raised concerns about both the charges and the lack of due process in these cases, which appear to have been initiated in retaliation for Ms. Kadeer's political activities in the United States. We have also raised concerns over the lack of due process in the extradition, conviction, and sentencing of Huseyincan Celil [Hussein-jahn Jeh-leel], a Canadian citizen who was extradited from Uzbekistan to China in March 2006.

China shares with the international community a legitimate right, and an obligation, to combat terrorism wherever it occurs. At the same time, the Chinese government should not use the war on terrorism as a pretext for cracking down on Uighurs or anyone else engaged in peaceful political dissent. "Whenever China restrains its people's freedoms," said Thomas Christensen, U.S. Deputy Assistant Secretary of
State for East Asian and Pacific Affairs, "it limits their ability to achieve their full potential." China, Mr. Christensen said, will not be considered a leader in the international arena until it develops a more open, transparent, and free society.
