라브로프 장관은 이는 빈곤에 허덕이고 있는 북한의 경제를 돕기 위한 러시아의 대북한 지원이라고 말했습니다.
러시아가 빈곤국가들의 부채 탕감 계획에 관해 언급한 것은 한달여만에 이번이 두번째입니다 .러시아 재무차관은 지난 1월말 아프가니스탄의 대 러시아 부채 탕감에 관한 합의서를 체결할 지도 모른다고 밝힌 바 있습니다.

Russian Foreign Minister Sergei Lavrov says his country plans to write off much of the eight-billion-dollar debt owed to it by North Korea.
Lavrov says discussions are under way about what he calls a "radical reduction" of the debt. He says the offer is Russia's contribution toward improving North Korea's struggling economy.
It is Russia's second announcement in less than a month concerning debt relief for an impoverished country. The move follows North Korea's pledge to take steps to end its nuclear program.
Russia's deputy finance minister (Sergei Storchak) said in late January that his country may sign an agreement on restructuring Afghanistan's 10-billion-dollar debt to Moscow.
