필리핀에서 열릴 예정이던 동남아시아국가연합 (아세안) 정상회의를 불과 며칠 앞두고 차량폭탄 테러 음모가 발각됐었다는 보도들이 나오고 있는 가운데 필리핀 정부는 두 개의 역내 주요 정상회의가 연기된 것은 테러와는 무관하다고 주장하고 있습니다.

바르톨로메 바카로 필리핀군 대변인은 13일 태풍 때문이 아니라 차량폭탄 테러 음모가 적발돼 아세안 정상회담과 동아시아 정상회담 개최가 연기됐다는 보도들을 일축했습니다.
바카로 대변인은 그 같은 보도들은 근거없는 것들이라면서 필리핀군은 정상회의 기간 중 테러공격이 계획되고 있다는 어떠한 신빙성 있는 정보도 갖고 있지 않았다고 밝혔습니다.
그는 그러나 일부 단체들이 정상회의를 방해하려는 계획을 갖고 있었을 수는 있다고 말했습니다.
바카로 대변인은 일부 단체들이 테러행위를 통해 아세안 정상회의를 이용하려 했을 가능성은 크다고 말했습니다.
아세안 정상회의에는 10개 회원국 정상들과 중국, 일본, 한국, 호주, 뉴질랜드, 인도, 동티모르 정상들이 참여할 예정이었습니다. 그러나 11일 개막을 불과 며칠 앞두고 미국과 호주, 영국은 과격분자들이 행사기간 중 공격을 계획하고 있다고 필리핀 정부에 경고했습니다.
필리핀 보안관리들은 최근 몇 년간 필리핀에서 폭탄공격과 납치 등 일련의 테러공격을 자행해온 이슬람 과격단체 아부 사예프의 테러 음모를 우려해왔습니다. 아브 사예프는 알 카에다와 연계된 역내 테러단체인 제마 이슬라미야 소속 과격분자들의 훈련을 담당하고 있는 것으로 알려져 있습니다. 제마 이슬라미야는 인도네시아와 필리핀 등지에서 여러 치명적인 폭탄테러 공격을 자행해왔습니다.
언론들은 13일 두 과격단체가 회담개최 장소인 세부에서 행사가 진행되는 동안 차량폭탄을 폭발하려던 음모가 적발됐다고 보도했습니다. 훈센 캄보디아 총리는 12일, 안전 문제가 갑작스런 회담 연기의 한 이유라고 말했습니다.
필리핀 정부는 그러나 정상회의가 연기된 것은 지난 9일과 10일 필리핀 중부지역을 강타한 태풍 우토르 때문이라고 주장하고 있습니다. 그러나 세부지역은 우토르로 인한 피해가 없었습니다.
바카로 필리핀군 대변인은 몇 주동안의 준비기간을 더 가짐으로써 필리핀 보안군은 어떠한 안보상의 허점도 더욱 철저히 예방할 수 있는 기회를 갖게 됐다고 말했습니다. 현재 아세안 정상회담은 내년 1월 중으로 잠정적으로 예정돼 있습니다.
한편 아마리 아키라 일본 경제산업상은 아세안 정상회의가 열릴 무렵에는 태풍이 필리핀 중부지역을 비켜갔을 것인 데도 회의가 연기된 것은 `매우 이상한 일’이라면서 이번 일로 필리핀에 대한 평판이 나빠졌다고 말했습니다.

The Philippine government is still denying it postponed two major regional summit meetings due to fear of a terrorist attack, even as reports emerge that a car bomb plot had been uncovered days before the summits were to open.
VOA's Heda Bayron reports from our Asia News Center in Hong Kong, Manila is sticking to its insistence that an approaching typhoon was the reason for the postponement.
The Philippine military spokesman, Lt. Col. Bartolome Baccarro, dismissed reports Wednesday that the discovery of a car bomb plot, and not Typhoon Utor, led to postponement of the Association of Southeast Asian Nations (ASEAN) and East Asia summits.
BACCARRO: "I think that report has no basis?such news is unfounded."
Baccarro said the armed forces had not received any "validated" threat of plans for a terrorist attack during the summits. But he conceded that some groups might have planning to disrupt the events.
BACCARRO: "There is that big possibility that some threat groups might take advantage of the ASEAN summit by creating these kinds of activities."
The meetings were to bring together the heads of the 10 member-nations of ASEAN, along with their counterparts from China, Japan and South Korea, Australia, New Zealand, India and East Timor.
Days before the summits were to open Monday, the United States, Australia and Britain warned that militants were planning attacks against the high-profile gathering. Security officials were worried about plots by the Philippine Islamic militant group Abu Sayyaf - which has been responsible for a series of bombings and kidnappings in recent years.
Abu Sayyaf is believed to be training with militants from Jemaah Islamiyah, a regional terror group linked to the al-Qaida terrorist network. Jemaah Islamiyah has carried out several deadly bombings in Indonesia and the Philippines.
News reports Wednesday spoke of a plot by the two groups to explode a car bomb during the summits - possibly in Cebu, the site of the gathering.
Cambodian Prime Minister Hun Sen on Tuesday said security was partly to blame for the postponement. Manila, however, blamed Typhoon Utor, which lashed the central Philippines Saturday and Sunday, but left Cebu unscathed.
Japanese Trade Minister Akira Amari on Tuesday called the postponement "extremely puzzling," given that the typhoon would have passed the central Philippines by the time the summits would have started.
Amari said the Philippines' reputation has been damaged by the incident. In a statement Wednesday, Presidential Press Secretary Ignacio Bunye said Manila respected the views of other regional officials. But he reiterated that the decision to postpone the event was due solely to the typhoon.
The summits are now tentatively scheduled for some time in January. With several more weeks to prepare, military spokesman Baccarro says security forces are taking the opportunity to plug any loopholes in their security arrangements.
