아버 판무관은 5일 동안의 중동 방문 중에 팔레스타인과 이스라엘 지도자들을 만나, 폭력을 막고 민간인들을 보호하라고 촉구할 것이라고 말했습니다.
한편, 팔레스타인의 마흐무드 압바스 자치정부 수반의 한 보좌관은 거국 정부 구성에 관한 집권 하마스와의 회담이 교착상태에 빠져 중단됐다고 말했습니다.
그러나, 하마스 관계자들은 협상에 중대한 문제는 없다고 부인했습니다.

The U.N. high commissioner for human rights says the Palestinian territories have suffered "massive" violations of human rights during violence between Palestinian militants and the Israeli military.
U.N. human rights chief Louise Arbour spoke today (Monday) during a visit to Beit Hanoun in the Gaza Strip, a town the Israeli army shelled earlier this month, killing 19 people.
Arbour said she will speak with Palestinian and Israeli leaders during her five-day visit to the region and urge them to stop violence and protect civilians.
Meanwhile, an aide (Nabil Amr) to Palestinian President Mahmoud Abbas says talks with the governing Hamas group on forming a coalition government have reached a standstill and are suspended.
But Hamas officials deny any serious trouble with the negotiations. Prime Minister Ismail Haniyeh said today (Monday) the talks are continuing at the "highest levels."
