The U.N. nuclear agency says it cannot confirm that Iran's nuclear program is entirely for peaceful purposes -- as Tehran has claimed.
In a confidential report, the International Atomic Energy Agency says it has found traces of plutonium, a possible weapons material, at a nuclear waste site in Iran. The report also says Iran is enriching uranium, a process that can be used to make an atomic bomb.
The findings come as Iranian President Mahmoud Ahmadinejad says he hopes his country will soon be able to celebrate the completion of its nuclear fuel program.
The U.S. envoy to the United Nations, John Bolton, says the IAEA findings and Mr. Ahmadinejad's comments make it urgent for the U.N. Security Council to act on Iran. He says sanctions are the only way to get Iran's attention.
