북한 외무성은 17일, 미 국무부의 크리스토퍼 힐 동아시아 태평양 담당 차관보가 북한 핵 문제를 협의하기위해 서울에 도착한 가운데 이같은 내용의 성명을 발표했습니다. 한편 북한이 두번째 핵 실험을 준비중일지 모른다고 미국 텔레비젼 방송이 보도하고있습니다. 좀 더 자세히 전해드립니다.
북한 텔레비젼 방송의 아나운서는 17일, 북한에 대한 유엔의 제재조치는 선전포고로 밖에 볼 수 없다는 내용의 북한 외무성 대변인 성명을 낭독했습니다. 이틀동안의 침묵을 깨고 발표한 이 성명에서 북한은 평화와 대화를 원하고있으나 전쟁을 두려워하지않으며 언제든지 대립에 임할 자세가 돼있다고 말했습니다.
북한이 지난주 핵 실험을 실시한 뒤 유엔 안전보장이사회는 사치품과 군사장비 등의 금수조치를 포함하는 내용의 제재 결의안을 통과시켰습니다. 이 결의는 회원국들이 북한선박을 수색할 수 있도록 승인했으나 북한에 대한 무력사용은 배제했습니다.
17일, 서울에 도착한 미 국무부의 크리스토퍼 힐 동아시아 태평양 담당 차관보는 유엔의 대 북한 결의안의 전면적인 이행이 중요하다고 강조했습니다. 힐 차관보는 북한의 핵 실험을 응징하기위해 북한의 이웃국가들이 유엔 제재결의를 이행하는데 협력해야한다고 말했습니다.
힐 차관보는 북한의 핵 물질 수출입을 막기위해 할 수 있는 모든 일을 다해야하며 북한이 이같은 위험한 행동에 대해 매우 매우 비싼 대가를 치르게된다는 것을 북한에 확실히 알리기위해 유엔결의를 이행하는 것이 중요하다고 말했습니다.힐 차관보는 북한을 6자회담에 복귀시키기위한 방안과 유엔 결의이행 문제를 논의하기위해 이번주 아시아를 방문하고있습니다.
미국의 콘돌리자 라이스 국무장관 또한 북한문제를 논의하기위해 도쿄를 방문한 뒤 19일 서울에 도착할 예정입니다. 라이스 장관은 이어 20일에는 베이징을 방문할 계획입니다.
남한의 한 고위관리는 17일, 유엔결의 이행에 있어서 남한정부의 역할을 평가하기위해 결의내용을 분석중이라고 기자들에게 말했습니다. 미국정부는 북한이 지난주 핵 실험을 실시했음을 확인한 바 있습니다.
한편 북한이 두번째 핵 실험을 준비중인지 모른다고 미국 언론이 보도했습니다. 미국언론들은 북한 핵 시설부근에서 수상한 차량 움직임이 첩보위성에 탐지되었다고 보도했습니다. 남한정부 관리들은 이에 관해 알고있다고 말했으나 북한이 즉각 두번째 핵 실험을 실시할 것 같진않다고 말했습니다.
이름을 밝히길 거부한 한 관리는 두번째 핵 실험이 임박했다는 조짐은 아직 확인되지않았다고 외국언론에 밝혔습니다.
미국 NBC 방송과 ABC 방송은 북한이 무엇을 하고있는지 확실히 알 수 없으나 두번째 핵 실험을 준비중일 수도 있다고 미국정부 관리들이 말했다고 보도했습니다. 남한과 중국, 일본, 미국은 이같은 보도에 따라 즉각 우려를 표명하고 지난 14일 유엔 안보리가 채택한 대 북한 제재조치를 뒤따라 추가 조치가 취해질 수 있다고 말했습니다.
북한이 두번째 핵실험을 준비중인지도 모른다는 보도가 나오자 일본과 남한의 주가가 하락하는 등 아시아 증권시장이 불안한 모습을 보이고있습니다.
크리스토퍼 힐 미 국무부 동아시아 태평양 담당 차관보 역시 이같은 보도내용을 알고있다고 말했으나 자세한 내용은 알지 못한다고 말했습니다. 힐 차관보는 북한이 점점 더 국제사회로부터 고립되는 길을 택하고있으며 궁극적으로 매우 어두운 미래를 향해 가고있다고 생각한다고 말했습니다.

North Korea says United Nations sanctions imposed because of its nuclear weapons test are an act of war. Pyongyang's first public reaction to sanctions came as a senior U.S. envoy arrived in Seoul as part of high-level diplomacy on the North's nuclear weapons program. As VOA's Kurt Achin reports from Seoul, regional governments are concerned there may be another nuclear test soon.
A North Korean television announcer reads a statement from Pyongyang's Foreign Ministry saying the United Nations sanctions against it "cannot be construed otherwise than as an act of war." The statement also says North Korea "wants peace but is not afraid of war," and "wants dialogue but is always ready for confrontation."
After North Korea exploded a nuclear device last week, the U.N. Security Council passed a resolution that among other things bans the import or export of luxury goods and most military hardware by North Korea. It authorizes member states to search North Korean ships, but rules out the use of force against the North. U.S. Assistant Secretary of State Christopher Hill, who arrived in Seoul Tuesday, stressed the importance of implementing the resolution fully.

Hill is in Asia this week as part of U.S. efforts to coordinate implementation of the resolution and to discuss ways to bring North Korea back to talks on ending its nuclear programs. Secretary of State Condoleezza Rice also is due in Seoul Thursday, after visiting Tokyo, for consultations on the North Korea issue. She will visit Beijing on Friday.
A senior South Korean official told journalists in a briefing Tuesday that Seoul is still studying the resolution to determine his country's specific role in implementing it. He adds the South's unique and delicate relationship to the North must be considered.
China's foreign ministry on Tuesday said it would fully comply with the resolution, and warned North Korea not to do anything to aggravate tensions in the region. The United States government has confirmed that North Korea exploded a nuclear device last week.
The South Korean official said his government is aware of signs the North may be preparing for a second nuclear test explosion. He refused to provide details, but international media have reported there are photographs showing what unnamed intelligence officials describe as suspicious vehicle movements at a nuclear test facility in North Korea.
