유엔과 여러 구호기관들은 지진 피해를 입은 인도네시아 자바에서 구호활동을 조정하기 위해 스위스, 제네바에서 긴급 특별회의를 열고 있습니다. 또 많은 인도주의 지원을 부담해야 할 원조 제공국가들의 지원 문제를 논의하기 위해 또 다른 회의가 소집되고 있습니다.
유엔의 엘리자벳 바이어스 대변인은 7명으로 구성된 유엔 재난 평가및 조정팀이 이번 지진의 진앙지 요기아카르타 시에 파견됐다고 [미국의 소리]에 밝혔습니다. 바이어스 대변인은 특별 재난 구호훈련을 받은 이 팀은 앞으로 현지에서 구호활동을 조정하는 역할을 수행하게 될 것이라고 말했습니다.
인도네시아 요기아카르타 지역에 강진이 업습한 후 반다 아체 시에 주재하고 있던 12명의 유엔 요원들이 현지로 파견돼 현재 구호활동을 벌이고 있다고 바이어스 대변인은 밝혔습니다. 바이어스 대변인은 또한 요기아카르타 시에 구호조정본부가 설치돼, 현재 인근 반툴 시의 또 다른 구호본부와 연계해 활동을 벌이고 있다고 밝히고, 긴급구호가 필요한 재난지역으로 속속 도착하는 구호요원들을 조정하기 위해 요기아카르타 공항에 접수본부를 설치했다고 말했습니다.
바이어스 대변인은 유엔은 현지 구호활동이 더욱 가속화되고 있는 것으로 생각하고 있으며, 반다 아체 주에서 구호품들을 실은 수송기 한대를 재난지역으로 급파했다고 밝히고, 이런 구호활동이 긴급구호의 손길을 기다리고 있는 생존자들과 4천여명의 부상자들을 돕기 위해 앞으로 수일동안 더욱 가속화되어야 할 것으로 생각한다고 말했습니다. 재난지역의 부상자들을 치료하고 있는 지역 병원들을 돕기 위해 많은 의료팀들이 현지로 출발하고 있다고 바이어스 대변인은 밝혔습니다.
유엔 아동기금과 세계농업계획, 세계보건기구와 국제적십자사 같은 구호기관들이 현재 제네바에서 열린 국제구호기관 회의에 참가하고 있습니다. 이 기관들은 이미 구호요원들과 천막과 식량 의약품 같은 구호품들을 자바 현지로 보냈습니다. 이 회의는 구호활동의 중복을 피하고, 구호가 필요한 지역의 공백을 메꾸기 위해 각구호기관의 활동을 조정할 것이라고 바이어스 대변인은 말했습니다.
바이어스 대변인은 우선 긴급히 필요한 것은 100개 정도의 병상을 가진 야전병원이며, 또 자갈 더미 속에서 많은 사람들이 다치고 중상을 입었기 때문에 정형외과 치료에 필요한 의료품들도 필요하다고 밝히고, 천막과 긴급 대피소 시설과 발전기 등도 필요하지만, 인도네시아 정부가 생존자 구조능력을 갖고 있기 때문에 지금까지는 구호기관들이 나설 필요가 없는 상황이라고 말했습니다.
현재 5천여명의 인도네시아 군이 지진 피해 현장에 투입돼 생존자 구조작업을 벌이고 있다고 바이어스 대변인은 덧붙였습니다. 인도네시아 정부는 이번 지진으로 인한 사망자가 5천여명에 이르고, 대략 20여만명이 집을 잃은 것으로 추산하고 있습니다. 유엔은 곧 대규모 긴급구호지원금 모금을 시작할 것으로 보입니다.

INTRO: The United Nations and other aid agencies are holding a special meeting in Geneva to coordinate their relief activities in earthquake stricken Java. Another meeting is being convened to alert donor nations of potential needs for, what is likely to be an expensive humanitarian operation. Lisa Schlein reports for VOA from U.N. headquarters in Geneva where the meetings are taking place.
TEXT: U.N. spokeswoman Elizabeth Byrs tells VOA a seven-member U.N. Disaster Assessment and Coordinating team is in Yogyakarta, the epicenter of the devastating earthquake. She says the team of specially trained experts in disaster response will take charge of coordinating relief activities.
She says 12 U.N. staff members, who had been based in the Indonesian city of Banda Aceh, went to the area immediately after the quake struck and got the relief operation under way.
She says a coordinating center has just been set up in Yogyakarta. It is linked with another center in the nearby town of Bantul. In addition, she says a reception center has been set up at the airport in Yogyakarta to steer arriving aid workers to disaster areas in greatest need of attention.

"I think we are speeding up our activities. We have also sent a plane from Banda Aceh full of relief items to the place of the earthquake, and I think these activities will be speeded up in the coming days more and more in order to help the survivors and also the badly injured because there are so many injured people, more than four-thousand injured people who need assistance as soon as possible."

Byrs says many medical teams are on their way to help in the local hospitals, which are swamped by injured people.
Agencies such as the U.N. Children's Fund, the World Food Program, the World Health Organization, and the International Red Cross are participating in the Geneva meeting. The agencies already have sent personnel and relief supplies such as tents, food and medicine to Java.
Byrs says the meeting will coordinate each agency's activities to avoid a duplication of effort and to fill in the gaps as needed.

"The urgent requirements ... are field hospitals, at least three field hospitals with the capacity of 100 beds each. We also need medical supplies, mostly for orthopedic treatments because there are many injured and people crushed in the rubble. We need tents and shelter items ... We also need generators, and so far there is no need for search and rescue team because Jakarta has the capacity."

Byrs says five-thousand Indonesian troops are searching for survivors. The Indonesian government estimates the quake killed more than five-thousand and left around 200-thousand people homeless.
The United Nations is likely to launch a multi-million dollar emergency appeal in the coming days. (SIGNED)
