테러와의 전쟁은 전세계 다른 지역의 중요한 문제들로 부터 각국의 에너지와 관심을 앗아갔다고 국제사면위원회 (엠네스티 인터내셔널)가 연례 인권보고서에서 밝혔습니다.
영국 런던에 소재한 이 단체는 미국과 영국, 유럽 등 강대국들이 국제사회를 기만하고 약속을 지키지 않았다고 비판했습니다. 이 위원회의 아이린 칸 사무총장은 강대국들이 편협한 국익을 추구하는 과정에서 국제기구를 마비시키고 공적 재원을 고갈시켰다고 지적했습니다.
보고서는 또 테러와의 과정에서 가치있는 목표들이 희생됐으며, 많은 지도자들이 다르푸르와 체첸 등 어려움을 겪고 있는 지역들의 대규모 인권침해 상황을 외면하고 있다고 밝혔습니다. 보고서는 이밖에 북한 등 일부 나라는 국제사회의 인권 관련 압력을 외면하고 있으며, 남한은 평화적 활동을 벌이는 정치활동가들에게 국가보안법을 적용하고 있다고 지적했습니다.

Amnesty International says in its annual human-rights report that the war on terror has diverted much of the world's energy and attention away from critical problems elsewhere.
The London-based international rights group is criticizing what it calls "deception and failed promises" by powerful governments, including those in the United States, Britain and Europe.
The London-based group's secretary general (Irene Khan), says the world's powerful and privileged nations have "paralyzed international institutions and squandered public resources in pursuit of narrow security interests..."
The report complains that worthy objectives have been sacrificed in the course of the war on terror, and that too many national leaders have ignored massive human-rights violations in Darfur, Chechnya and other trouble spots.
Amnesty International says human rights also are at risk in Colombia, Afghanistan, Iran, Uzbekistan and North Korea.
