중국의 신흥 부자들이 갈수록 더 많이 부의 일부를 불운한 사람들을 위해 내놓고있습니다.
중국 남부의 광둥성에서 부동산업과 호텔 사업으로 부를 이룩한 84세의 기업인, 유 펭니안씨는 지난 2-3년동안 모두 2억 5천만 달라 상당을 자선 기관에 기부했습니다. 유씨는 점점 늘어나고있는 중국 박애주의자들중 가장 나이가 많을 뿐 아니라 가장 관대한 자선가입니다.
중국에서는, 지난 1949년 공산당이 집권한 후 수십년동안 민간 자선 행위가 통제됐습니다. 공산당이 민간의 부를 일소하고, 30여년동안 유일한 사회 봉사 제공자가 됐습니다. 지난 1978년 중국이 외부 세계에 문호를 연 뒤, 홍콩등 해외의 부유한 중국인들이 흔히 자신이 태어난 소도시나 마을등 본토에서 여러 가지 프로젝트들을 후원하기 시작했습니다.
이제, 중국 정부는 20여년의 급속한 경제 성장중에 부유하게 된 중국 시민들에게 가난한 사람들을 위해 지갑을 열도록 적극 권장하고있습니다. 중국에서는 아직도 하루 1달라 미만으로 살아가는 사람들이 수천만명이나 됩니다.
상하이에 근거지를 둔 루퍼트 후게워프씨는, 대부분이 상하이 지역에 살고있는 중국의 주요 자선가들의 명단을 매년 발표하는 출판물인 “후런 보고서”의 창시자입니다. 후게워프씨는, 중국의 부자들이 지난 해 공식 자선 기관에 약 6억 달라 상당을 기부했다고 말하고, 이들 공식 기관외의 다른 자선 기관들에 대한 기부금도 이에 못지않은 것으로 추산하고있습니다.
이같은 기부금 액수는 서방 선진국들에 비할 때 비교적 적은 것이긴 하지만, 중국의 부자들은 해가 갈수록 더욱 더 관대해지고있습니다. 후게워프씨는, 대부분의 자선가들은 보건과 교육 사업들을 지원하고있다고 말하고, 이들 중 상당수는 자신들이 과거 고통을 받았기 때문에 기부를 하고있다고 지적합니다.
후게워프씨는 “중국에서 25년 전엔 이들 기업인들의 상당 수가 매우 빈곤했으며, 보건 시설은 매우 열악했고, 교육 시설들도 매우 나빠, 이들이 좋아지기위한 변화를 바라고있었다”고 말합니다. 명성을 얻는 것도 한가지 중요한 역할을 하고있습니다. 후게워프씨는, 일부 기부자들, 특히 중국 자선가들의 근 절반을 차지하고있는 부동산 개발업자들은 사업을 더욱 키우기위해서 이같은 관대함을 보이고있다고 지적합니다.
후게워프씨는, 그들 부자가 예를 들어 공원이나 학교, 병원등을 짓는데 도울 땐 흔히 앞으로 더 많은 사업 계약을 따낼 것을 기대해 지방 정부들의 환심을 사려 그러한 일을 한다고 말합니다.

TEXT: Yu Pengnian has donated 250 million dollars to charity in the past few years. The 84-year-old entrepreneur, who made a fortune in the real estate and hotel business in the southern province of Guangdong, is not only the oldest but also the most generous among China's growing number of philanthropists.
Private charity was put on hold in China for several decades after the Communist Party came to power in 1949. The party wiped out private wealth and became the sole provider of social services for more than 30 years.
After China opened to the outside world in 1978, wealthy Overseas Chinese in Hong Kong and elsewhere began sponsoring projects on the mainland, often in the towns and villages where they were born.
Now the government is actively encouraging Chinese citizens who have become wealthy during more than two decades of rapid economic growth to open their wallets for the needy. Tens of millions of Chinese still live on less than a dollar a day.
Shanghai-based Rupert Hoogewerf is the founder of Hurun Report, a publication that releases an annual list of China's major philanthropists, most of who live in the Shanghai region.
He says China's rich gave about 600 million dollars to official charities last year and estimates that donations outside those organizations were as least as big. While the figure is relatively small compared to the more-developed countries, the rich in China are giving more generously every year.
Hoogewerf says most philanthropists support health and education projects. Many make donations because they suffered in the past.

Gaining face also plays an important role.
And Hoogewerf says some donors - especially real estate developers, who make up almost half of China's philanthropists - show generosity in order to boost their business.
He says when they help build public parks, schools and hospitals, for example, they often do so to ingratiate themselves with local governments in the hope of winning more business contracts in the future. (SIGNED)
