미국이 전쟁으로 황폐화된 아프가니스탄을 위해 10여억 달러를 추가 지원할 것이라고 다짐하고 있는 가운데 아프가니스탄 지원을 위한 국제 회의가 영국 런던에서 개막됐습니다.
전세계 70여개국과 국제 기구 대표들이 참가한 가운데 아프가니스탄의 안전과 경제 개발을 위한 5개년 계획을 지원하기 위한 런던 국제회의가 개막됐습니다. 콘돌리자 라이스 미 국무장관은 아프가니스탄에는 아직도 해결해야할 더 힘든 일들이 남아 있다면서 미국은 강력한 동반자로 남을 것이라고 강조했습니다.
라이스 장관은 미국은 아프간의 장기적 성공을 위해 전적으로 헌신하고 있고 미국에 있어 아프간은 전략적 동반자라고 말했습니다. 라이스 장관은 이어, 아프간의 안정화를 돕기 위해 미국은 수만명의 병력을 지원했고 미국인들의 소중한 생명을 바쳤다면서 이제 자신은 현재 근 60억 달러의 지원 약속에 추가로 부시 대통령이 31일, 내년도 아프간 지원을 위해 11억 달러의 추가 지원금을 국회에 요청할 것이라고 발표하게 돼 기쁘고 자랑스럽다고 말했습니다.

이번 국제회의는 서방 강대국들이 아프간에서 저항세력 퇴치및 보안 병력 훈련 임무를 위한 자국군의 병력을 재배치 하고 있는 가운데 나온 것입니다. 지난 2천 1년 9-11 테러 사태 이후 아프가니스탄 침공을 주도한 미국은 19,000명의 현 병력 규모를 올해 만 6천 500명으로 감축할 계획입니다. 한편 북대서양 조약기구 나토는 올 하반기중으로 현재의 9천명 병력규모를 만 5천명으로 증강할 계획입니다. 미군 병력은 아프간 저항 세력 퇴치 작전에 우선적으로 주력하고있으며, 북대서양 조약기구 나토군은 아프간 군인들과 마약 담당 경찰들에 대한 훈련을 제공하고 있습니다.

TEXT: The London conference has brought together officials from about 70 counties and international institutions to support a five-year plan for Afghanistan's security and economic development. U.S. Secretary of State Condoleezza Rice says there is much hard work still to be done in Afghanistan, and the United States will remain a strong partner.

Other countries are making their own financial commitments to Afghanistan, including about 875-million dollars from Britain. Russia says it is prepared to forgive 10-billion dollars in Soviet-era debt. Afghan President Hamid Karzai says he is grateful for the international community's support, but he cautions there is still a serious threat from narcotics trafficking and militants of the former Taleban regime.

Mr. Karzai also warns that it could take 10 or 15 years to control opium production in Afghanistan, the source country for about 90 percent of the heroin consumed in Europe. The Afghanistan Conference comes as the Western powers realign their forces in Afghanistan for missions of counter-insurgency and security force training. The United States, which led the invasion of Afghanistan after the terrorist attacks of September 11th, 2001, plans to cut its forces this year from the current 19-thousand to 16-thousand-500 troops.
Meanwhile, NATO plans to increase its troop commitment from nine-thousand now to 15-thousand in the second half of this year. U.S. forces have concentrated primarily on counter-insurgency operations, while NATO has provided training for Afghan soldiers and counter-narcotics police. (SIGNED).
