제 5차 북핵 6자 회담이 중국 베이징에서 이틀째 계속되고 있는 가운데 미국은 북한이 국제사회와의 마찰 종식을 위해 필요한 신뢰구축을 바란다면 원자로 가동을 중단해야 한다고 말했습니다. 미국의 소리 베이징 특파원이 보내온 소식입니다.

베이징에서 이틀째 회담에 들어간 크리스토퍼 힐 미국측 6자 회담 수석대표는 , 지난 9월 4차 회담에서 합의한대로 북한은 현재 영변 핵시설에 있는 원자로 가동을 중단해야 한다고 말했습니다.
힐대표는 어떻게 신뢰를 구축해야 하는지 북한은 알것이라고 전제하고, 북한은 합의에 맞는 행동, 합의사항을 이행하기 위한 확실한 이행일정과 의지를 보이고 또 실천해야 한다면서 그것이 바로 신뢰구축을 위한 최상의 방법이라고 말했습니다. 힐 대표는 북한이 단계적으로 핵무기를 폐기하겠다고 제안하는 것 만으로는 충분치 않다고 지적하고 북한은 비핵화 처리 과정을 훨씬 더 의도적으로 지연시키는 것으로 생각된다고 말했습니다.
힐 대표는 북한의 핵연료 재처리와 원자로 가동을 중단해야 할 때는 바로 지금이라고 지적했습니다. 힐 대표는 또 북한이 핵활동을 일단 중단한 다음에는 북한의 핵개발 개발 계획의 과정에서 있었던 일들을 공개하기를 기대한다고 덧붙였습니다. 힐 대표는 원자로 가동을 계속하는 것이 북핵 문제 해결의 걸림돌로 작용할 수 있음을 시사했습니다.
힐 대표는 영변의 원자로가 계속 가동되고 있고, 재처리 과정을 거쳐 무기급 플루토늄으로 전환될 수 있는 물질을 계속 생산하고 있다면서,이는 결국 이론적으로 말해 플루토늄 양이 날마다 늘어날 수 있다는 말이며 ,바로 그같은 상황을 우려하는 것이라고 말했습니다.
힐 대표는 9월19일 6자회담 합의후에도 북한의 영변 핵발전소 원자로의 가동이 계속되고 있는 것이 문제라고 지적하면서 어떤 점에서는 북핵문제는 그 이후 더 악화된 상태라고 말했습니다. 북한은 첫 날 회의에서 경수원자로 제공을 우선 조건으로 또 다시 요구했습니다.
한편, 남한의 송민순 수석대표는 북한의 핵시설 가동은 중단되어야 한다고 지적하고 북한은 6자회담의 다른 당사국들이 만족하는 속도로 핵개발 계획을 폐기하기를 기대한다고 말했습니다.
북핵 문제는 지난 2002년 북한이 미국-북한간의 1994년 기본핵합의를 위반하고 우라늄을 기초로 한 핵무기 프로그램을 개발중임을 시인했다고 미국이 말하면서 불거졌습니다. 북한은 그후 국제 무기 사찰요원들을 추방하고 핵무기를 보유하고 있다고 선언했으며 북한의 그같은 주장이 사실일 수도 있다고 전문가들은 말하고 있습니다.
남.북한과 중국, 미국 ,일본, 러시아는 이번 회담까지 근 2년동안 모두 다섯차례 회담을 가져왔습니다. 이번 5차 북핵회담에서는 북한이 원조와 안전 보장을 댓가로 핵개발 계획을 포기한다는 원칙을 담은 공동성명의 이행 방안을 논의하고 있습니다. 한편 외교계 관계자들은 이번 5차 회담이 11일까지 계속될 것으로 전망하고 있습니다.

INTRO: Multi-nation talks on North Korea's nuclear disarmament continue for a second day in Beijing, with the United States telling North Korea it needs to shut down a nuclear reactor if it wants to build the trust needed to end the dispute with the international community. VOA's Luis Ramirez reports from Beijing.
TEXT: U.S. chief negotiator Christopher Hill went into the second day of talks here in Beijing Thursday saying North Korea must shut down the reactor at its main Yongbyon nuclear facility now, as it agreed to do at the last round of talks in September.

This is the fifth round of disarmament talks in two years among China, Japan, the two Koreas, Russia, and the United States. They are discussing how to implement a joint set of principles in which North Korea agreed to give up its nuclear programs in exchange for aid and security guarantees.
Mr. Hill suggested that keeping the reactor in operation is an obstacle to resolving the nuclear crisis.

The crisis flared in 2002 when the United States said North Korea had acknowledged it was developing a uranium-based nuclear weapons program in violation of international agreements. North Korea, which has since expelled international weapons inspectors, says now it possesses nuclear weapons -- a claim experts say may be true. Diplomats expect this round of negotiations to continue through Friday. (Signed)
