중국 전투기가 대북제재 위반 감시 활동을 벌이던 호주 헬기를 위협한 사건에 대해 미국 정부 고위 관리가 중대한 우려를 나타냈습니다. 동맹국인 호주에 대한 지지를 재확인하고 대북 제재 이행의 중요성도 강조했습니다. 안소영 기자가 보도합니다.
대니얼 크리튼브링크 국무부 동아시아태평양 담당 차관보는 9일 대북제재 이행 감시 과정에서 벌어지는 중국의 위협에 대해 “새로운 현상이 아니라는 점에 깊이 우려하고 있다”고 밝혔습니다.
크리튼브링크 차관보는 이날 국무부가 호주 캔버라에서 주최한 기자 간담회에서 최근 한반도 서해 상공에서 중국 전투기가 유엔 대북제재 작전을 수행 중이던 호주군 헬기에 접근해 섬광탄을 쏜 것과 관련해 “이는 수년 동안 지속돼 온 문제”라면서 이같이 밝혔습니다.
[크리튼브링크 차관보] “We continue to believe every country and every country’s military has the right to fly, sail and operate anywhere where international law allows, and particularly in this case, given the, the nature of the mission and the operation. We’ve been deeply concerned that this is not a new phenomenon. This is something that has been going on for years. And so, I think it’s really incumbent for all of us to speak up and speak out when these incidents happen. To demonstrate that we, we expect China and its military to operate in a professional and safe manner and when they don’t, we have to have to speak out.”
크리튼브링크 차관보는 “우리는 모든 국가와 그들의 군대가 국제법이 허용하는 곳이라면 어디서든 비행하고 항해하며 작전할 권리가 있음을 믿는다”고 말했습니다.
그러면서 “특히 이번 같은 경우에는 임무 및 작전 성격상 더욱 그렇다”고 말했습니다.
크리튼브링크 차관보는 “이 같은 사건이 발생했을 때 우리 모두가 목소리를 내야 할 의무가 있다”고 말했습니다.
또한 “중국과 중국 군대가 전문적이고 안전한 방식으로 작전을 수행하기 기대하며 그렇지 않을 경우 반드시 문제를 제기해야 한다”고 거듭 강조했습니다.
아울러 “우리가 이 같은 권리를 보존하고 역내의 평화와 안정에 계속 기여하려면 이러한 권리를 계속 행사하는 것 역시 중요하다고 생각한다”고 부연했습니다.
[크리튼브링크 차관보] “I think it’s also important if we’re going to preserve those rights, and we’re going to continue to contribute to peace and stability in the region, we have to continue to exercise those rights as well. So again, deeply concerned about the incident, strongly stand with our Australian allies. And I’m confident that the United States will continue to fly, sail and operate even in the face of such activities.”
크리튼브링크 차관보는 이번 사건이 발생한 데 대해 다시 한번 깊은 우려를 표하면서, 동맹인 호주와의 강력한 연대 의지를 강조했습니다.
그러면서 “나는 미국이 그같은 행동에 맞서 계속 비행하고 항해하며 작전을 수행할 것으로 확신한다”고 말했습니다.
크리튼브링크 차관보는 “북한의 핵무기와 탄도미사일 프로그램 때문에 국제사회가 북한에 부과한 다수의 제재가 있다”며 “평화와 안정을 유지하고 북한을 억지하기 위해 이 같은 제재가 이행되도록 하는 것은 국제사회의 몫”이라고 밝혔습니다.
[크리튼브링크 차관보] “There are a number of sanctions that have been placed by the international community on North Korea because of its nuclear weapons and ballistic missile program. And it’s up to the international community, I think, to — in support of maintaining peace and stability and deterring the DPRK — to make sure that those sanctions are enforced. And the only way that sanctions are enforced is if partner nations and member nations are committed to enforcing them. That is how we think the international community is, is governed and that is how you implement an international sanctions regime.”
그러면서 “제재가 집행되는 유일한 방법은 파트너 국가와 회원국들이 제재를 집행하는 데 전념하는 것”이라고 강조하고 “이것이 우리가 생각하는 국제사회의 모습이고 국제사회의 통치 방식이며 국제 제재 체제를 이행하는 방식”이라고 설명했습니다.
아울러 “우리는 중국이 위험한 것으로 간주되는 행동에 관여하는 대신 북한에 대한 다양한 관련 제재를 이행하는 데 더 많은 노력을 기울이기 희망한다”고 크리튼브링크 차관보는 덧붙였습니다.
앞서 지난 4일 북한 선박의 불법 환적 감시를 하는 호주의 대북 제재 이행 작전 ‘아르고스’에 참여하던 호주 군 헬기가 중국 전투기의 섬광탄 공격을 받았습니다.
앤서니 앨버니지 호주 총리는 기자들과 만난 자리에서 이번 사건과 관련해 “우리는 비전문적이며 용납할 수 없는 것으로 여기지는 이 사건에 대해 각급에서 중국 정부에 매우 강력하게 항의했다”고 밝혔습니다.
[녹취: 앨버니지 총리] “We have made very strong representations at every level to China about this incident which we regard a unprofessional and unacceptable.”
앨버니지 총리는 리창 중국 총리가 다음 달 호주를 방문할 것이라며 “우리는 논의 과정에서 우리의 입장을 명확히 밝힐 것”이라고 말했습니다.
