미국과 일본, 호주 국방장관들이 북러 군사협력 심화와 북한의 반복적인 미사일 발사를 강력히 규탄했습니다. 북한의 위협에 대처하기 위해 국제 사회와 협력하는 데 전념하고 있다는 점도 강조했습니다. 김영교 기자가 보도합니다.
로이드 오스틴 미국 국방장관과 기하라 미노루 일본 방위상, 리처드 말스 호주 국방장관이 2일 북한과 러시아 간 군사 협력을 강하게 비판했습니다.
미국과 일본, 호주 등 3개국 국방장관은 이날 하와이 호놀룰루에서 3자 회담을 한 후 발표한 공동성명에서 “북한의 수출과 안보리 결의에 위배되는 러시아의 북한 탄도미사일 조달, 그리고 이런 미사일을 이용한 우크라이나에 대한 러시아의 공격을 포함한 북한과 러시아 간 군사 협력 증대를 강력하게 규탄한다”고 밝혔습니다.
장관들은 또 “북한의 핵과 미사일 개발에 깊이 우려한다”며 “대륙간탄도미사일과 탄도미사일 기술을 활용한 다른 발사를 포함해 유엔 안전보장이사회 결의에 심각히 위배되는 북한의 반복적인 미사일 발사를 규탄한다”고 말했습니다.
이와 함께 3국 장관들은 “역내에 대한 북한의 심각한 위협에 대처하기 위해 국제 사회와 협력하는 데 전념하고 있다”며 “북한이 납치 문제를 즉시 해결하고 인권 침해를 중단할 것을 거듭 촉구한다”고 밝혔습니다.
[공동성명] “The Ministers are deeply concerned about North Korea's nuclear and missile development. They strongly condemn North Korea's repeated launches of missiles, including intercontinental ballistic missiles and other launches using ballistic missile technology, which are serious violations of United Nations Security Council resolutions. The Ministers strongly condemn the increasing military cooperation between North Korea and Russia, including North Korea's export and Russia's procurement of North Korean ballistic missiles in violation of UNSC resolutions, as well as Russia's use of these missiles against Ukraine. The Ministers remain committed to working with the international community to address North Korea's serious threat to the region. They reiterate their call on North Korea to immediately resolve the abductions issue and cease its human rights violations.”
이날 회의는 미국, 일본, 호주 3개국이 개최한 13번째 국방장관 회의였습니다.
세 나라 장관은 공동성명에서 “인도태평양 및 그 너머의 안보, 안정 및 번영을 촉진하기 위해 협력을 심화하겠다는 우리의 공동의 가치와 결의로 하나가 됐다”고 강조했습니다.

아울러 “3국 간 협력이 자유롭고 개방적인 인도태평양을 실현하는데 기여하는 중요한 역할을 하고 있고 지난 1년 동안 중요한 진전이 있었다”면서 “모든 단계와 영역에 걸쳐 세 나라의 협력이 확대하고 있음을 보여준다"고 말했습니다.
[공동성명] “They affirmed the important role that the trilateral partnership contributes to realizing a free and open Indo-Pacific and the significant progress over the past year demonstrating their growing trilateral coordination at all levels and across all domains.”
장관들은 “중국이 남중국해와 동중국해에서 무력이나 강요에 의해 일방적으로 현상을 변경하려는 어떠한 시도에도 강력하게 반대한다”고 밝혔습니다.
이어 “유엔해양법협약(UNCLOS)을 포함한 국제법에 일치하지 않고, 국제 규칙과 표준, 규범을 훼손하는 중국의 주장과 행동에 강력하게 반대한다”고 밝혔습니다.
3국 장관들은 타이완해협의 평화와 안정의 중요성을 강조하며 양안 문제의 평화적인 해결도 촉구했습니다.
[공동성명] “The Ministers reiterated their strong opposition to any attempts by the People's Republic of China (PRC) to unilaterally change the status quo by force or coercion in the South and East China Seas. This includes concerning and destabilizing actions in the South China Sea, such as unsafe encounters at sea and in the air, the militarization of disputed features, and the dangerous use of coast guard vessels and maritime militia, including interference with routine maritime operations, and efforts to disrupt other countries' offshore resource exploration. They strongly objected to China's claims and actions that are inconsistent with international law including the United Nations Convention on the Law of the Sea (UNCLOS), and which undermine international rules, standards, and norms. They resolved to work together to support states being able to exercise their rights and freedoms in the maritime domain, including the freedoms of navigation and overflight, consistent with UNCLOS.
The Ministers emphasized the importance of peace and stability across the Taiwan Strait. They called for the peaceful resolution of cross-Strait issues.”
3국 장관들은 일본의 반격 능력 도입과 호주의 장거리타격 역량 투자에 대한 진전을 확인하고, 이러한 역량 도입이 진행되는 과정에서 호주와 일본, 그리고 미국이 긴밀히 협력해 나가기로 했습니다.
[공동성명] “The Ministers noted the progress on the introduction of counterstrike capabilities by Japan and investment in long-range strike capabilities by Australia. They confirmed that Australia and Japan would work closely together, and with the United States as these capabilities are introduced.
브루스 베넷 랜드연구소 선임연구원은 3일 VOA와의 통화에서 미국과 일본이 모두 북한에 대한 우려가 분명히 있다며, 북한의 적대와 위협이 커지는 가운데 대북 억제에서 호주의 협력이 더해지는 것은 유용한 일이라고 말했습니다.
[녹취: 베넷 박사] “Well, I think that certainly both US and Japan are very concerned about North Korea, that its hostilities clearly increased. Its threats are clearly increasing. And so they're concerned. Australia was a useful addition there. And so it was important for them for the three countries to say this isn't just about China. We're also very concerned about North Korea. It could affect all three of us and we're prepared to work together to counter those threats.”
베넷 박사는 미국과 일본, 호주 세 나라가 중국뿐만 아니라 북한에 대한 우려도 표명하면서 그런 위협에 대응하기 위해 협력할 준비가 돼 있다고 밝힌 것이 중요하다고 말했습니다.
