마이크 폼페오 미 국무장관은 대선 전 미국과 북한 간 추가 정상회담 개최가 어려워 보인다고 말했습니다. 정상회담 가능성을 배제하는 것은 아니지만, 북한이 비핵화에 실질적인 진전을 보여야 가능하다는 입장입니다. 김영교 기자가 보도합니다.
폼페오 장관은 15일, 3차 미-북 정상회담이 11월 미국 대통령 선거 전에 열리기는 어려워 보인다고 말했습니다.
폼페오 장관은 이날 뉴욕 이코노믹클럽과의 대담 행사에서, 대선 전 정상회담 가능성에 대해 많은 추측이 있었지만 지금은 이미 7월이라며, 그럴 가능성이 없는 것으로 본다고 말했습니다.
[녹취: 폼페오 장관] “There’s been all this talk about will there be a summit before the U.S. elections in November. Now – it’s now July. I think that’s unlikely, but in the event that it was appropriate, we thought we could make material progress and the best way to do that was to put President Trump with Chairman Kim to do it, I’m confident that the North Koreans and President Trump would find that in our best interest.”
폼페오 장관은 하지만 진전을 이룰 수 있고, 그렇게 하는 최상의 방안이 트럼프 대통령과 김 위원장이 직접하도록 하는 것이라면 그것(정상회담)이 적절할 것이라고 말했습니다.
이어 북한과 트럼프 대통령이 우리의 최대 이익 속에서 그것을 찾을 것으로 확신한다고 말했습니다.
폼페오 장관은 또 공개적으로 보이는 것보다 많은 논의가 진행되고 있다고 말했습니다.
[녹취: 폼페오 장관] “There’s more discussion than is publicly noticed. We continue to work on the problem set.”
문제를 해결하기 위해 계속 노력하고 있다는 겁니다.
폼페오 장관은 트럼프 대통령과 김정은 위원장이 2018년 6월 싱가포르 정상회담에서 광범위한 목표들을 제시했다고 말했습니다.
[녹취: 폼페오 장관] “They laid down a broad set of objectives that were agreed to – not only denuclearization of the Korean Peninsula with a fully verified mechanism to ensure that that had taken place, but also prosperity for the North Korean people, a security situation for both North and South Korea that was satisfactory to each of them as well.”
이 목표들은 미국이 완전히 검증한 한반도 비핵화 뿐 아니라 북한 주민들에게 번영을 가져다 주고, 남북한 모두가 만족할 수 있는 안보 상황을 보장하는 것이었다는 설명입니다.
폼페오 장관은 그같은 목표를 달성하기 위해 북한과 협력하려는 시도를 계속하고 있다고 말했습니다.
[녹취: 폼페오 장관] “We continue to try to work with the North Koreans to achieve that. I’m hopeful that we’ll be able to have a senior discussion before too long and hopefully advance the ball in that respect.”
그러면서 머지않아 고위급 회담을 할 수 있기를 바라고, 그런 측면에서 진전을 기대한다고 말했습니다.
한편, 폼페오 장관은 앞서 이날 미 의회 전문매체 ‘더 힐’이 인터넷으로 진행한 인터뷰에서 올해 안에 트럼프 미국 대통령과 김정은 위원장이 정상회담에서 만날 가능성이 있느냐는 질문에, 미국은 선거가 얼마 남지 않았고, 북한은 엇갈린 신호를 보내고 있다고 말했습니다.
[녹취: 폼페오 장관] “Well, we're getting pretty close to the election. The North Koreans have given mixed signals.”
그러면서 트럼프 대통령은 싱가포르 정상회담에서 미북이 합의한 결과를 달성하는 데 있어서 실질적 진전을 이룰 충분한 가능성이 있다고 믿을 수 있어야만 정상회담에 관여하고 싶어한다고 말했습니다.
[녹취: 폼페오 장관] “The truth is President Trump only wants to engage in a summit if we believe there's a sufficient likelihood that we can make real progress in achieving the outcomes that were set forth in Singapore.”
폼페오 장관은 대화를 하기 위해서는 상대국이 의지가 있어야 한다며, 북한은 현 시점에서 잠재적인 해결책으로 이어질 수 있는 방식에 관여하지 않기로 선택했다고 말했습니다.
[녹취: 폼페오 장관] “But you need to have a willing partner and the North Koreans have chosen at this point time not to engage in a way that can lead to a potential solution. We hope they'll change their mind. We look forward to engage them in dialogue, so that we can get to the right outcome.”
폼페오 장관은 북한이 마음을 바꾸기를 바란다고 말했습니다.
폼페오 장관은 또 북한의 비핵화가 완전히 검증 가능한 방식으로 이뤄져야 한다고 강조했습니다.
[녹취: 폼페오 장관] “We need to do that, we need to do so in a way that is completely verifiable. We still continue that mission.”
미국은 그런 임무를 아직도 계속하고 있다는 겁니다.
폼페오 장관은 북한이 장거리 미사일 발사와 핵 실험을 하는 것을 막았다고 말했습니다.
그러면서 이제는 더 어려운 문제에 착수해 미국인들의 안보 뿐 아니라 북한 주민들을 위해서도 더 좋은 결과를 확보해야 할 때라고 강조했습니다.
[녹취: 폼페오 장관] “We’ve avoided having a long range missile fire with a nuclear testing. And now it's time to get to the harder problems and secure a better outcome not only for the security of the American people, but for the people of North Korea as well.”
