The U.S. State Department has called on Libya to release without condition an ailing Libyan activist who has been held in custody for four years.

In a statement late Monday, State Department deputy spokesman Tom Casey said the release of Fathi al-Jahmi would signal to the international community that Libya is seriously committed to improving its human rights record.

Al-Jahmi was arrested in 2004 after he publicly called for democratic reforms, criticized Libyan leader Moammar Gadhafi and allegedly met with a foreign official.

Earlier this month al-Jahmi was allowed to meet with his family while receiving medical care, but State Department officials say they do not consider the activist to be truly freed.

Relations between the United States and Libya have improved since 2003, when Tripoli renounced terrorism and weapons of mass destruction.
