부시 대통령은 이날 프라하에서 독일로 떠나기에 앞서 러시아의 개혁이 퇴조하고 있다고 비판하고 중국이 정치개방에 저항하고 있다고 지적했습니다.

부시 대통령은 체코 수도 프라하에서 열린 민주화운동가 회의에서 행한 연설에서 러시아가 민주 발전의 의미를 퇴색시킴으로써 한때 권한을 국민에게 주겠다고 약속했던 개혁을 탈선시켰다고 비판했습니다.

부시 대통령은 또 중국 지도자들이 정치체제의 개방 없이 경제를 개방하려 하고 있다고 지적하고, 그러나 미국은 이같은 이견에도 불구하고, 이들 나라와의 관계 구축을 계속해 나갈 것이라고 말했습니다.

U.S. President George Bush has arrived in Germany for the Group of Eight summit opening Wednesday in the Baltic Sea resort of Heiligendamm.

Mr Bush flew to Germany from Prague where he criticized Russia for backsliding on reforms and noted China's resistance to political openness.

In an address to a conference of pro-democracy activists, Mr. Bush said reforms in Russia that once promised to empower citizens have been derailed, with troubling implications for democratic development. He also criticized China's leaders for trying to open their nation's economy without opening its political system. But he said the United States will continue building relationships with these counties despite the disagreements.

Mr. Bush told the activists that those pursuing democracy will receive unwavering U.S. support. He specifically mentioned his meetings with dissidents from what he termed the world's worst dictatorships, including Belarus, Burma, Cuba, Sudan, Vietnam and Zimbabwe.

Earlier, after talks with top Czech leaders in Prague, Mr. Bush said Russia has nothing to fear from a planned U.S. missile defense system in Europe.

The president said the Cold War is over and that Russia is not an enemy. He said that at the upcoming G-8 summit, he will seek to convince Russian President Vladimir Putin that their two countries can work together to deal with common threats.
