A government panel in Japan is recommending the country accept up to twice as many foreign workers as it has now.

The panel led by Vice Justice Minister Taro Kono suggests Japan allow more foreigners into the country, but limit the influx to three percent of the country's total population.

The latest census shows foreign workers account for just one-point-two percent of Japan's population.

The panel also recommends that Japan tighten immigration requirements for foreigners of Japanese descent, most of whom are allowed to live in Japan with few work restrictions.

The panel's recommendation comes as Japan struggles to cope with its declining population. Public fears of increasing the number of foreign workers increased after a Peruvian man was charged with killing a seven year old girl last year.
