The Philippines' Supreme Court began hearing challenges today (Tuesday) to the state of emergency declared by President Gloria Arroyo, but delayed any action until next week, giving the government time to answer the charges.

Mrs. Arroyo says the state of emergency she declared on Friday was intended to foil an attempt to overthrow her. There is no word on when emergency rule will be lifted, although a Cabinet member (Finance Secretary Margarito Teves) tells reporters that the situation in the country will be reviewed on Saturday.

The Supreme Court says a full hearing on the case will begin Tuesday (March 7). Civil libertarians in the Philippines and the president's critics say Mrs. Arroyo's declaration was unconstitutional. They say a series of arrests by police and security personnel and a ban on rallies has seriously curtailed political freedom and encouraged unrest.
