India and France have signed a declaration on future civilian nuclear energy cooperation. The agreement came at the end of talks today (Monday) between French President Jacques Chirac and Indian leaders in New Delhi.

France is competing with the United States for a chance to provide civilian nuclear technology to India, which the country wants to meet its growing energy needs. Mr. Chirac's visit comes amid by a spat over a decommissioned aircraft carrier (the Clemenceau) which had been sent to India for dismantling.

The ship was ordered back to France after environmentalists said it carried toxic materials. India has also accused France of xenophobia for its opposition to Indian-based Mittal Steel's bid to buy European steel giant Arcelor.
