아프리카 남서부 국가 짐바브웨에 대한 유엔 안전보장 이사회의 제재 결의안이 다섯 상임 이사국들 가운데 러시아와 중국 등 다섯 개 이사국들의 반대로 부결됐습니다.
유엔주재 잘마이 카릴자드 미국 대사는 중국과 러시아가 짐바브웨 제재결의안 승인을 반대함으로써 짐바브웨 국민의 뜻에 역행하는 로버트 무가베 대통령을 지지하고 있다고 비난했습니다.
유엔 안보리의 짐바브웨 제재결의안은 최근 짐바브웨 대통령 선거 결선기간중 폭력사태를 야기한 무가베 대통령 등 열 세 명의 짐바브웨 관계관들에 대한 금융과 여행 제한 등을 골자로 하고 있으나 중국과 러시아, 남아공화국, 리비아, 베트남 등 안보리 이사국들은 11일 제시된 결의안 초안에 반대하고 나섰습니다. 짐바브웨 제재 결의안을 찬성한 안보리 이사국들은 미국과 영국, 프랑스 등 아홉 나라이고 인도네시아는 기권했습니다.

Western officials are criticizing China and Russia for vetoes of a U.N. Security Council resolution that would have imposed sanctions against Zimbabwe.
The U.S. ambassador to the United Nations (Zalmay Khalilzad) said by voting against the measure, China and Russia have stood with President Robert Mugabe "against the people of Zimbabwe."
British Foreign Secretary David Miliband said the decision will appear "incomprehensible" to them.
The U.S.-sponsored draft resolution called for financial and travel restrictions against Mr. Mugabe and 13 others for violence leading up to last month's runoff presidential vote.
China and Russia joined South Africa, Libya and Vietnam in opposing the draft Friday. Nine countries on the 15-member council voted for the resolution, including permanent council members Britain, France and the United States. One nation (Indonesia) abstained.
