번즈 차관과 시암 사란 인도 외무부 차관은 인도에서 증가하고 있는 에너지 수요량을 충족시키기 위해 미국의 에너지 기업들에 대해 인도의 원자로 건설지원을 허가하는 계획을 짜기위해 하루일정의 회담을 시작했습니다.
이에 대한 조건으로, 인도는 민간용과 군사용 핵 시설을 구분하고, 민간용 핵 시설을 국제적인 안전장치 아래 둘 것임을 약속했습니다.

U.S. Undersecretary of State Nicholas Burns is in New Delhi for talks on a civilian nuclear deal offered to India by President Bush during Prime Minister Manmohan Singh's July visit to Washington.
Mr. Burns and his Indian counterpart, Foreign Secretary Shyam Saran, began daylong talks to draw up a plan to allow U.S. energy companies help India build nuclear reactors to meet its growing energy needs. In return, India has promised to separate its civilian and military nuclear facilities and place the civilian ones under international safeguards.
The landmark July 18th agreement, reached by President Bush and Prime Minister Singh, would allow U.S. companies to supply nuclear fuel for the reactors. Several US lawmakers have expressed concern about the deal, saying it goes against the nuclear non-proliferation regime.
