이라크와 아프가니스탄에서는 계속 전투가 벌어지고 있지만 테러와의 전쟁은 진전을 이룩하고 있습니다. 4년전, 아프가니스탄은 테러조직 알 카에다의 거점이습니다. 파키스탄은 테러단체들의 통행로였습니다. 사우디아라비아는 테러 자금 모금의 소중한 거점이었습니다. 리비야는 비밀리에 핵무기를 추구하고 있었습니다. 이라크는 위협의 집산지였으며 알 카에다는 공격을 계획하면서 거의 아무런 저지도 받지 않았습니다.
조지 부시 대통령은 자유는 국가들을 변화시키고, 자유는 사람들의 생활방식을 변화시고 있으며 자유는 평화를 증진하기 때문에 결국 승리할 것이라고 말합니다.
“우리가 행동을 취했기 때문에 자유를 회복한 아프가니스탄은 테러와 싸우고 있습니다. 파키스탄은 테러집단의 두목들을 생포하고 있고 사우디아라비아 역시 이들을 체포하고 있습니다. 리비야는 자체 무기 계획들을 폐기하고 있습니다. 자유를 되찾은 이라크의 군대는 자유를 위해 싸우고 있고 알카에다의 주요 인물과 관련자들가운데 4분의 3 이상은 구금됐거나 사망했습니다.”
부시 대통령은 미국주도의 연합군이 이라크와 아프가니스탄에서 행동을 취했기때문에 현재 5천여만명이 자유를 쟁취했다고 말합니다.
“아프가니스탄의 많은 소녀들이 단순히 구시대 지도자들 때문에 학교에 가지 못했던 때는 그리 오래전의 일이 아닙니다. 그리고 이 소녀들의 어머니들은 야만적인 집단의 논리에 복종하지 않았다는 이유로 대중 광장으로 끌려나가 매질과 죽음을 당해야했습니다. 그리고 오늘날, 아프가니스탄에는 천 만명의 국민들=이 다가올 대통령 선거에 앞서 유권자등록을 하고 있습니다. 이라크에는 강력한 총리가 있고 국가 위원회도 있습니다. 1월이면 이라크에서는 국민선거가 치뤄집니다”
미국은 아프간의 새 지도자들이 자국 군대를 훈련시킬수 있도록 지원할 결의로 있다고 부시 대통령은 말합니다. 이는 이라크와 아프가니스탄의 시민들이 다수를 위한 자유의 행진을 가로막으려 시도하는 소수 저항단체들로 부터 그들 스스로를 방어할 수 있도록 돕기 위해서라고 부시 대통령은 말합니다.

Despite continued fighting in Iraq and Afghanistan, progress is being made in the global war against terror. Four years ago, Afghanistan was a home base of al-Qaida. Pakistan was a transit point for terrorist groups. Saudi Arabia was fertile ground for terrorist fundraising. Libya was secretly pursuing nuclear weapons. Iraq was a gathering threat, and al-Qaida was largely unchallenged as it planned attacks.
President George W. Bush says, "Ultimately we will prevail because liberty changes countries, liberty changes the habits of people, and liberty promotes peace":
"Because we acted, the government of a free Afghanistan is fighting terror. Pakistan is capturing terrorist leaders. Saudi Arabia is making arrests. Libya is dismantling its weapons programs. The army of a free Iraq is fighting for freedom, and more than three-quarters of al-Qaida's key members and associates have been detained or killed." Mr. Bush said that because U.S.-led coalitions acted in Afghanistan and Iraq, more than fifty-million people are now free:
"It wasn't long ago, in Afghanistan, where many young girls didn't get to go to school because the leaders there were so backward. And their moms could be hauled out in the public square and whipped or killed because they didn't toe this barbaric line of reasoning. And today, ten-million people have registered to vote in the upcoming presidential election in Afghanistan In Iraq, there's a strong prime minister. There's a national council. National elections are scheduled in January."
The U.S. is committed to helping the new leaders train their armies, says Mr. Bush, "so that citizens of Iraq and Afghanistan can defend themselves against the few who are trying to stop the march of liberty for the many."
