제2차 세계대전 이후 미국의 경제정책이 서부유럽과 일본에서 민주주의가 뿌리를 내리게 한 것과 마찬가지로 자유무역은 중남미와 아프리카, 아시아의 취약한 민주주의를 강화시켜줄 수 있습니다. 미국의 조지 부쉬 대통령은 자유무역은 “단순히 경제적인 기회가 아니라, 그것은 도덕적인 명령”이라고 말했습니다.
“냉전이 종식된 후 이루어진 큰 경제적 성취의 하나는 세계의 가난한 사람들을 부양하고, 세계의 희망 없는 사람들에게 희망을 주며, 세계의 억압받는 사람들의 자유를 증진하고, 국내외에서 일자리를 창출한 자유롭고 공정한 무역을 성공시킨 일이었습니다. 자유무역이 모든 국가에 새로운 부를 창출하고, 수많은 국민에게 새로운 기회를 마련해 주기 때문에 미국은 자유롭고 공정한 무역을 지지합니다. 무역개방은 건전한 정책입니다. 이것은 일자리를 창출하고, 삶의 기준을 높이며, 소비자가격을 낮추는 기록을 갖고 있습니다.”
미국이 전세계에서 자유무역을 증진하고 있는 이유는 바로 그때문입니다. 부쉬 대통령은 최근 미국과 호주간의 자유무역법안에 서명했습니다. 그리고 도미니카공화국은 미국, 코스타리카, 엘살바도르, 과테말라, 온두라스와 니카라과와 함께 [중미자유무역협정]에 가입했습니다.
미국은 이미 이스라엘, 캐나다, 멕시코, 요르단, 칠레, 싱가포르와 자유무역협정을 체결한 바 있습니다. 호주, 중앙아메리카 이외에 미국은 최근 바레인, 모로코와 자유무역협정에 서명했습니다. 그리고 미국은 현재 캄보디아, 에콰도르, 페루, 파나마, 태국, 보츠와나, 나미비아, 레소토, 스와지랜드, 남아프리카공화국과 협상을 진행하고 있습니다.

Just as U.S. economic policy after the Second World War helped democracy take root in Western Europe and Japan, free trade can help strengthen fragile democracies in Central and South America, Africa, and Asia. President George W. Bush says free trade "is not just an economic opportunity, it is a moral imperative".
"One of the great economic achievements since the end of the Cold War has been the success of free and fair trade in raising up the world's poor, bringing hope to the world's hopeless, promoting freedom among the world's oppressed, and creating jobs at home and abroad. We support free and fair trade because it has the power to create new wealth for whole nations and new opportunities for millions of people. Open trade is sound policy. It has a record for creating jobs and raising living standards and lowering consumer prices."
That is why the U.S. is promoting free trade around the globe. President Bush has signed into law a free trade agreement between the U.S. and Australia. And the Dominican Republic joined the U.S., Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua as part of the Central American Free Trade Agreement.
The U.S. already has such agreements with Israel, Canada, Mexico, Jordan, Chile, and Singapore. In addition to Australia and Central America, the U.S. recently completed trade agreements with Bahrain and Morocco. Negotiations are underway between the U.S. and Colombia, Ecuador, Peru, Panama, Thailand, Botswana, Namibia, Lesotho, Swaziland, and South Africa.
President Bush has also proposed the establishment of a U.S.-Middle East free trade area in order to promote economic progress. But free trade will only be possible, said President Bush, if there is both political and economic reform. "By replacing corruption and self-dealing with free markets and fair laws," said Mr. Bush, "the people of the Middle East will grow in prosperity and freedom. As trade expands and knowledge spreads to the Middle East, as women gain a place of equality and respect, as the rule of law takes hold, all peoples of that region will see a new day of justice and a new day of prosperity."
