미국 주도의 연합국이 오는 6월 30일 이라크 임시 정부에게 주권을 이양하기위한 절차를 착착 진행시키고있는 가운데, 이라크에서는 테러 폭력 사태가 계속되고 있습니다.
이러한 테러로 최근에 살해된 인사 가운데 한명은 이라크 교육부의 고위 관계관인 카말 알 자라씨입니다. 이에 앞서 바쌈 살레 쿠바아 이라크 외무 차관이 무장 괴한들에 의해 암살됐습니다. 콘돌리자 라이스 미 국가 안보 보좌관은 주권 이양이 이루어지기까지의 몇주일이 어려운 때가 될것이라고 경고했습니다.
“이라크 애국자들이 이들 반역자와 테러 분자들의 총에 쓰러지는 것은 매우 슬픈 일입니다. 그럼에도 불구하고, 이들 반역자나 테러 분자들은 자유 이라크에서 미래가 없는 자들이기 때문에 폭력 활동을 계속할 것입니다.”
테러 분자들의 전략은 분명해 보입니다. 이라크 임시 정부에 연관된 사람은 누구나 목표로 삼는다는 것입니다. 따라서 이라크에서 치안은 중대 문제입니다. 이라크 임시 정부의 가지 알 이야와르 대통령은 테러 분자들이 이라크를 이른바 “암흑의 시대”로 되돌려놓길 원하고 있다고 지적했습니다.
“우리는 실용주의자요 현실주의자입니다. 우리는 우리 자체의 보안군에게 100% 의존하기에는 보안군도 부족하고 그 능력도 미흡하다는 것을 알고있습니다.”
콜린 파월 미 국무 장관은 테러리즘이 자유 이라크의 등장을 저지하지는 못할것이라고 역설했습니다. “현재와 같이, 관리들이 암살되고 폭탄이 속속 터지는 것을 사람들이 텔레비전에서 보고있는 어려운 상황에선 사람들이 의문을 갖기 시작합니다. 따라서 우리는 이라크 주둔군을 계속 증강해야합니다. 이는 우리가 현 진로를 유지하는 것이 중요하기 때문입니다. 또한 우리는 집단 매장지들을 채우고 자체 국민에게 가공할 짓을 했으며, 불안정을 가져왔던 대단히 독재적이고 무서운 정권이 사라졌음을 사람들에게 계속 상기시켜야 합니다.”
파월 국무 장관은 저항 세력이 패퇴하면 “민주화와 헌법 제정, 총선거와 재건 과정이 신속하게 진행될것”이라고 말했습니다. 그리고 연합국은 “이라크 국민을 돕기위해 그곳에 있을 것”입니다.

As the U.S.-led coalition moves to turn over sovereignty to an interim government on June 30th, terrorist violence continues in Iraq. One of those murdered recently was Kamal al-Jarah, an official of Iraq's education ministry. In a separate incident, gunmen killed Bassam Salih Kubba [bah-SAHM SAH-leh KOO-bah], Iraq's deputy foreign minister.
Condoleezza Rice, the U.S. National Security Adviser, says that the weeks leading up to the transfer of power will be difficult "These are very sad events, when Iraqi patriots are gunned down by these traitors and by these terrorists. And indeed, there will continue to be violence, because these are people who have no future in a free Iraq."
The strategy of the terrorists seems clear. Anyone associated with Iraq's interim government is a target. Security is a major issue in Iraq. Ghazi al-Yawar, Iraq's interim president, says the terrorists want to return Iraq to what he calls "the dark days"
"We are practical. We are realistic. We know that we lack enough security forces and capabilities, in order to depend one-hundred percent on our forces."
U.S. Secretary of State Colin Powell says terrorism will not deter the emergence of a free Iraq "When you have difficult situations, as we're having now, with officials being assassinated and bombs going off, people see this on television, and they begin to question. And we have to keep reinforcing why it makes sense for us to stay the course, and keep reminding people that a very tyrannical terrible regime that filled mass graves that did terrible things to its own people, and that was a destabilizing influence in the region, is gone."
When the insurgency is defeated, says Secretary of State Powell, "the process of democratization, constitution writing, elections, and reconstruction will move rapidly," And the coalition is "going to be there to help the Iraqi people."
