수단 다르푸르 지역 인권유린사태, 강력히 규탄해야 .. - 2004-04-27


유엔 인권위원회는 연례회의를 마치면서 수단 서부지역 다르푸르에서 벌어지고 있는 이른바 ‘보도된 인권유린 사태’ 에 대해 “중대한 우려”를 표시했습니다.

지난 4월 23일 발표된 위원회 성명은 그러나 수단 정부와, 수단 정부가 무장시키고 지원하는 아랍 민병대에 의해 저질러진 인종청소를 포함한 잔학행위에 대해서는 아무런 언급을 하지 않았습니다.

이같은 잔학행위는 유엔 관리들과 인권단체들에 의해 보고 되었습니다. 유엔 인권위원회의 성명이 너무나 미약했기 때문에 미국은 이 표결을 거부했습니다.

유엔 인권위원회의 리차드 윌리엄슨 미국대사는 수단에 관한 성명 원본은 다르푸르지역에서 일어나고 있는 공포를 반영하지 못했다고 지적했습니다.

“수용 가능한 위원회 성명은 이같은 인종청소를 규탄하고, 이같은 만행을 저지른 자들의 책임을 물으며, 수단 정부에 이런 만행을 즉각 중단하도록 요구해야 합니다. 그것은 효과적인 장치가 되어야 할 것입니다.”

수단의 다르푸르 지역에서 아랍과 아프리카인들은 종종 토지와 부족한 자원을 둘러싸고 충돌을 벌여 왔습니다. 최근의 충돌은 약 1년 전 아프리카의 반군조직인 [육군]이라고도 불리우는 [수단해방운동]과 [수단정의 평등운동]이 수단 정부가 다르푸르 지역의 개발을 제대로 하지 않는데 대한 불만을 처리해줄 것을 요구하면서 시작됐습니다.

반군조직들의 공격에 대응해 수단 정부는 주로 [잔자위드] 조직인 아랍 민병대를 지원해 닥치는대로 사람을 죽이고 마을을 불지르기 시작했습니다.그 결과 다루푸르지역에서 수천명이 살해되고 거의 백만명이 그들의 고향에서 쫓겨난 것으로 알려지고 있습니다.

몇주일 전에 인도주의적인 휴전 협상이 이루어졌지만, 수단 정부나 아랍 민병대가 이 협정을 준수한다는 증거는 별로 보이지 않습니다.

유엔 인권위원회의 리차드 윌리암슨 미국대사는 미국은 다르푸르 지역의 희생자들에 대해 기탄없이 말할 것이라고 말했습니다.

“다르푸르 지역에서 벌어지고 있는 인종청소에 대한 우리의 일은 아직 끝나지 않았습니다. 그것은 이제 시작일 뿐입니다. 우리는 궐기해서 비양심적인 행동을 강력히 규탄해야 합니다.”

미국의 조지 부쉬 대통령이 말한 바와 같이, “수단 정부는 다르푸르 지역의 만행에 계속 연루되어서는 안됩니다”

At the end of its annual meeting, the United Nations Human Rights Commission expressed “grave concern” about what it called “reported human rights abuses” in Sudan’s western region of Darfur. But the April 23rd commission statement says nothing about the atrocities, including ethnic cleansing, committed by the Sudanese government and the Arab militias it has armed and supported.

These atrocities have been reported both by U-N officials and human rights groups. Because the commission statement was so weak, the U.S. refused to vote for it. Richard Williamson represented the U.S. at the U-N commission’s meeting.

He says the text of the statement on Sudan does not begin to reflect the horrors that have been occurring in Darfur:

“An acceptable commission product must condemn -- condemn this ethnic cleansing -- must hold accountable those who are engaged in these deplorable acts, must call on the Sudan government to stop. It must have an effective mechanism.”

Arab and African communities in Darfur have often clashed over land and scarce resources. The current conflict began about a year ago when two African opposition groups, the Sudan Liberation Movement, or Army, and the Sudan Justice and Equality Movement, demanded that the Sudanese government deal with grievances over Darfur’s lack of development.

In response to attacks by the opposition groups, the government began supporting Arab militias, mainly the Janjaweed, in a campaign of killing and village-burning.

Thousands of people have reportedly been killed in Darfur, and nearly one-million have been driven from their homes. A few weeks ago, a humanitarian cease-fire was negotiated, but there is little evidence that the Sudanese government or the Arab militias are living up to the agreement.

Richard Williamson, the U.S. representative to the U-N Human Rights Commission, says the U.S. will continue to speak out for the victims in Darfur:

“Our work on the ethnic cleansing in Darfur is not over. It is just begun. We must find the courage to stand up and be strong to condemn unconscionable acts.”

As President George W. Bush said, “the government of Sudan must not remain complicit in the brutalization of Darfur.”
