부쉬 대통령, 쿠바 정치범 석방..인권보호 촉구 - 2004-03-22


일년전 이달 쿠바의 피델 카스트로 공산주의 정권은 민주주의 성향의 활동가들에 대한 대대적인 일제 단속을 시작했습니다.

수십 명의 언론인과 경제학자, 정치 개혁가들이 일련의 표적 단속에서 구속됐습니다. 그중 일부는 석방됐지만, 75명의 수감자들은 불공정한 재판에 회부되어 최장 28년 형에 처해졌습니다.

이들의 유일한 범죄는 쿠바인들의 자유와 존엄을 촉구한 것 뿐이였다고 조지 부쉬 대통령은 말합니다.

“이들이 저지른 범죄라는 것은 신문을 발행하고 청원 운동을 조직하며 쿠바의 미래를 논의하기 위해 모인 것이었습니다. 쿠바의 정치범들은 구타를 당하고 독방에 수감되며, 의료 치료 또한 거부 당하고 있습니다.”

쿠바에서 반체제 인사에 대한 이같은 단속은 전세계 나라의 정부들과 인권 단체들로부터 계속해서 규탄을 받고있습니다. 국제 사면위원회 엠네스티 인터내셔널은 피델 카스트로의 행위에 대한 새로운 보고서를 내놓았습니다.

이 보고서는 수감된 쿠바인들에 대한 법적 사례를 자세하게 검토한 후에 이들이 자신들의 신념을 평화로운 방법으로 표현했다는 이유로 수감된 양심수임이 분명하다고 기술하고 있습니다.

부쉬 대통령은 쿠바 정치범들의 석방을 거듭해 촉구하고있습니다. 부쉬 대통령에 따르면 쿠바인들은 언론, 집회, 결사의 자유를 가져야 합니다. 인권 단체들은 자유롭게 쿠바를 방문할수 있어야 하며 쿠바에서 자유 선거가 실시돼야 합니다.

“우리는 우리가 이룩해온 민주적인 전통을 통해서 거의 반세기 동안 독재와 압제를 감내해온 용감한 쿠바인들을 계속 지지해야합니다. 미주 대륙에서 독재가 자리잡을 곳은 없습니다.”

부쉬 대통령은 쿠바와의 관계 정상화는 쿠바에 새로운 민주주의 정부가 수립되고 법치가 존중되며 쿠바인들의 권리가 보장될 때에만 비로소 가능할 것이라고 말했습니다.

One year ago this month in Cuba, the Communist regime of Fidel Castro launched a massive crackdown on pro-democracy activists. Scores of journalists, economists, and political reformers were detained in a series of targeted sweeps.

Some were released, but seventy-five prisoners were subjected to unfair trials and sentenced to prison terms as long as twenty-eight years. Their only crime, says President George W. Bush, was calling for freedom and dignity for the Cuban people:

“Their crimes were to publish newspapers, to organize petition drives, to meet to discuss the future of their country. Cuba’s political prisoners [were] subjected to beatings, and solitary confinement, and the denial of medical treatment.”

The crackdown in Cuba is still being condemned by governments and human rights groups around the world. Amnesty International has issued a new report on Fidel Castro’s actions. After a “detailed review” of the legal cases against the jailed Cubans, says the report, “it is clear that they are prisoners of conscience -- detained for the peaceful expression of their beliefs.”

President Bush has repeatedly called for the release of Cuba’s political prisoners. The Cuban people, he says, should be able to organize, assemble, publish, and speak freely. Human rights organizations should be free to visit Cuba, and there should be free elections:

“Through our democratic example, we must continue to stand with the brave people of Cuba, who for nearly half a century have endured the tyrannies and repression. Dictatorship has no place in the Americas.”

Normalization of relations with Cuba, says Mr. Bush, will only be possible when Cuba has a new government that is democratic, when the rule of law is respected, and when the rights of Cubans are protected.
