미국의 콜린 파월 국무장관은 최근 유럽안보협력기구, O-S-C-E에서 행한 연설에서 그루지아의 새 지도부에 대한 지지를 촉구했습니다.
파월 장관은, “그루지아가 헌법에 따라 새로운 선거를 치룰 수 있도록 하기 위해 미국은 그루지아의 과도정부와 긴밀히 협력할 것을 고대한다”고 말했습니다.
파월 장관은, 앞으로 실시될 그루지아 선거가 “자유롭고 공정하게 치루어지기를 “미국은 기대한다고 밝히고, “O-S-C-E는 그루지아 국민이 그들의 지도자들을 정직하게 선택할 수 있는 기회가 되도록 이 선거를 지원하고 감시하는데 적극적인 역할을 해야 할 것”이라고 강조했습니다.
파월 장관은 또한 남 오세티아와 아브카지아, 아즈하라 같은 지역의 분리주의자들이 그루지아의 안정을 위협하지 못하도록 해야 할 것이라고 말했습니다.
“국제 사회는 선거 기간중 그루지아의 영토 보전을 위해 가능한 모든 것을 해야 할 것입니다. 그루지아의 영토 보전을 약화시키려 하고 있는 이탈 세력들에게 어떠한 지원도 해서는 안됩니다.”
지난 11월 2일에 실시된 국회의원 선거가 부정이라고 주장하며 그루지아의 여러 도시에서 수천명이 가두 데모를 벌였습니다. 이같은 그루지아 위기 사태는 결국 에두아르드 셰바르드나제 대통령이 사임함으로써 평화롭게 해결되었습니다.
니노 부르자나드제 대통령 권한대행은 내년 1월 4일에 선거를 실시할 것을 약속했습니다. 이 선거들은 그루지아의 민주주의 제도를 강화하는데 아주 중요합니다. 미국은 오랫동안 그루지아의 민주화 개혁을 지원해 왔습니다. 미국과 O-E-C-E 국가들은 곧 실시될 선거의 비용을 부담할 계획입니다.
궁극적으로, 그루지아의 새 선거가 자유롭고 공정한 것이 되도록 확실히 하는 것은 그루지아 국민의 몫이 될 것입니다. 미국은 그루지아 국민이 그렇게 하도록 도울 만반의 준비를 갖추고 있습니다. 그리고 미국은 다른 국가들도 이같은 노력에 동참해 주기를 기대하고 있습니다.

In a recent speech to the Organization for Security and Cooperation in Europe, the O-S-C-E, U.S. Secretary of State Colin Powell urged support for Georgia's new leaders. Mr. Powell said the U.S. "looks forward to working with the interim Georgian government to ensure that new elections take place in accordance with the constitution." The U.S. expects the upcoming elections to be "free and fair," he said. "O-S-C-E must take an active role in supporting and observing the elections to help ensure that the Georgian people have the opportunity to choose their leaders honestly."
Secretary of State Powell also said that separatists in such areas as South Ossetia, Abkhazia, and Adzhara should not be allowed to threaten Georgia's stability:
"The international community should do everything possible to support Georgia's territorial integrity throughout and beyond the election process. No support should be given to breakaway elements seeking to weaken Georgia's territorial integrity."
Allegations of voting fraud following the November 2nd parliamentary elections sent thousands of demonstrators into the streets of Georgia's cities. The decision of President Eduard Shevardnadze to resign brought a peaceful resolution to the crisis. Interim president Nino Burjanadze [nee-no boor-jahn-NAHD-zeh] has promised to hold new elections on January 4th. These elections are critical to strengthening Georgia's democratic institutions. The U.S. has long supported democratic reforms in Georgia. The U.S. and other O-S-C-E countries plan to help cover the costs of the upcoming vote.
Ultimately, it will be up to the people of Georgia to make sure the new elections are free and fair. The U.S. stands ready to help them do so. And the U.S. hopes that other nations will join in that effort.
