희생과 결단과 각오 요구되는 테러와의 전쟁  - 2003-11-28


2001년 9월 11일은 역사상 가장 끔찍한 날의 하나였습니다. 테러리스트들은 뉴욕의 세계무역센터 건물과 워싱턴의 국방부 청사를 공격해 90개국의 3천여명이 희생되었습니다. 희생자들은 대부분 민간인들이었습니다. 테러리스트들은 문명을 공격한 것입니다.

다행스럽게도 그후에는 이런 대규모 테러 공격은 일어나지 않았습니다. 그렇다고 해서 세계는 안심할 수가 없을 것입니다. 조지 부쉬 미국 대통령은 세계적인 테러와의 전쟁에는 지속적인 공동의 목적과 힘, 도덕적 용기와 인내가 필요하다고 강조합니다. 9. 11 테러를 단순히 하나의 악몽으로 생각해버리는 사람들은 아주 잘못된 것이라고 부쉬 대통령은 말합니다.

“그뒤 발리, 자카르타, 카사블랑카, 봄베이, 몸바사, 나자프, 예루살렘, 리야드, 바그다드와 이스탄블에서 일어난 폭탄공격은 꿈이 아니었습니다. 이같은 일련의 공격들은 자기들에게 반대하는 사람들을 협박하여 사기를 꺾어보려는 테러조직들에 의해 자행된 전세계적인 폭력운동의 일환입니다.

이들 테러리스트들은 무고한 민간인들을 목표로 삼아 수천명을 살해했습니다. 그리고 만약 그들이 원하는 무기를 입수하게 될 경우, 그들은 수백만명을 죽이고 테러행위는 멈추지 않을 것입니다.”

조지 부쉬 대통령은 지금까지 국제적인 테러리스트들이 보여준 극단적인 위험성을 고려할 때, 자유국가들은 만약 필요하다면, 그것이 테러리스들에 의한 것이건 이를 비호하는 나라들에 의한 것이건 간에 테러와 악의 세력에 대해 무력으로 보복할 준비가 되어 있어야 한다고 강조합니다.

“우리 시대에 가장 큰 위협은 테러리스트들과 이를 비호하는 독재자들의 손에 핵무기와 화학무기, 생물학무기가 들어가는 것입니다. 악의 세력은 명백합니다. 이들의 위협은 점차 늘어나고 있습니다. 따라서 위대한 민주주의에는 다시 한번 중대한 의무가 부여되고 있습니다. 우리는 당당히 이러한 위협에 맞서 싸울 것이며, 그들을 반드시 패배시킬 것입니다.”

테러리스트들은 자유 국가들에 대해 전쟁을 선언했습니다. 따라서 모든 국가들은 이들의 도전에 맞서 싸워야 할 것입니다. 여기에는 어떠한 주저함이나 후퇴도 있을 수 없습니다.

부쉬 대통령은 “아프가니스탄에서 이라크까지, 필리핀에서 세계 도처에 이르기까지 우리는 테러리스트들과 이들의 동맹자들이 모여서 계획하고 행동하는 곳이면 어디서나 이들과 맞서 전쟁을 하고 있다”고 밝히고, 테러와의 전쟁에는 희생과 결단과 각오가 요구되며, 우리는 반드시 해낼 것”이라고 강조하고 있습니다.

September 11th, 2001, was one of the most horrific days in history. The terrorist attacks on the World Trade Center and the Pentagon that caused the deaths of more than three-thousand people from over ninety countries were more than assaults on civilians. They were attacks on civilization itself.

Fortunately, there has not been a terrorist attack on that scale since then. But the world cannot afford to become complacent. The fight against international terrorism, says President George W. Bush, requires sustained common purpose and strength, moral courage, and patience. Anyone who considers the events of September 11th to be merely a bad dream, he says, is dead wrong:

"The attacks that followed on Bali, Jakarta, Casablanca, Bombay, Mombasa, Najaf, Jerusalem, Riyadh, Baghdad, and Istanbul were not dreams. They are part of a global campaign by terrorist networks to intimidate and demoralize all who oppose them. These terrorists target the innocent and they kill by the thousands. And they would, if they gain the weapons they seek, kill by the millions and not be finished."

Because of the extreme danger posed by international terrorists, says President Bush, the free nations must be prepared, if it becomes necessary, to retaliate by force against aggression and evil, whether from terrorists or from the countries that harbor them:

"The greatest threat of our age is nuclear, chemical, or biological weapons in the hands of terrorists and the dictators who aid them. The evil is in plain sight. The danger only increases with denial. Great responsibilities fall once again to the great democracies. We will face these threats with open eyes and we will defeat them."

Terrorists have declared war on every free nation, and all nations must face that challenge. There cam be no flinching -- and no retreat. "From Afghanistan to Iraq, to the Philippines and elsewhere," says President Bush, "we are waging a campaign against the terrorists and their allies, wherever they gather, wherever they plan, and wherever they act. This campaign requires sacrifice, determination, and resolve, and we will see it through."
