러시아의 드미트리 메드베데프 대통령은 우크라이나를 경유해 유럽으로 보내질 러시아의 천연가스 공급 재개를 위한 서면 의정서는 우크라이나가 이번 합의에 대해 막판 수정한 내용을 철회하기 전에는 이행되지 않을 것이라고 말했습니다.
우크라이나와 러시아는 11일 유럽연합과 러시아, 그리고 우크라이나 전문가들이 우크라이나 가스관을 통해 유럽으로 보내지는 러시아의 가스 량을 측정할 수 있도록 허용할 의정서에 서명했습니다.
그러나 메드베데프 대통령은 우크라이나 문서에 첨부된 사항은 러시아 측 제의에 상반되는 내용이라고 지적했습니다. 우크라이나 정부는 이같은 러시아 측 주장에 대해 아직 어떠한 논평도 하지 않고 있습니다.
러시아는 가격과 운송비를 둘러싼 분쟁 속에 지난 1일 우크라이나에 대한 가스 공급을 중단했습니다. 그 후 러시아는 우크라이나가 서유럽으로 가야 할 가스를 빼돌렸다고 비난하면서 수송관 체계를 전면 폐쇄시켰습니다.

Russian President Dmitri Medvedev says a written agreement to restart the flow of Russian natural gas through Ukraine to Europe will not be implemented until Ukraine withdraws last-minute changes to the deal.
Ukraine and Russia signed a deal Sunday, permitting European, Russian and Ukrainian experts to measure the flow of Russian gas through Ukrainian pipelines.
But Mr. Mevedev says attachments to the Ukrainian document contradict Russia's offer. The Kyiv government has not commented on the Russian accusations.
Earlier Sunday, Ukrainian Prime Minister Yulia Tymoshenko said the deal would allow international observers to monitor all Ukrainian gas terminals and exporting stations.
Russia cut gas supplies to Ukraine January first, in a dispute over pricing and transit fees. Moscow later shut down the pipeline system, after accusing Ukraine of stealing gas meant for Western Europe.
