South Korea says it has not decided whether to go ahead with promised oil deliveries to North Korea, after Pyongyang refused to cooperate at nuclear disarmament talks last week in China.
Foreign Ministry spokesman Moon Tae-young told reporters today (Monday) that Seoul will monitor the situation and decide on the timing and delivery accordingly.
Russia said Saturday that it plans to fulfill its energy aid commitment to Pyongyang by early next year.
The Russian and South Korean statements contradict the U.S. State Department -- which said Friday that the U.S., Russia, China and South Korea would halt oil deliveries to North Korea until Pyongyang complies with a written plan for verification of its nuclear disablement.
