유럽의 비정부기구 전문가들과 정부 관계관들은 인신 매매 퇴치를 위해 보다 강력한 감시와 정부간 협력 확대가 필요하다고 촉구하고 있습니다. 전문가들은 프랑스, 파리에서 열린 인신매매 증가현상과 대책에 관한 회의에서 이같이 촉구했습니다. 좀 더 자세한 소식입니다.
인신매매 행위는 전세계에 걸쳐 벌어지고 있고 그 피해자 수는 연간 240만 명에 달하는 것으로 전문가들은 지적합니다. 전문가들은 인신매매 상황을 파악하기가 대단히 어렵기 때문에 인신매매 피해자 수는 짐작일 뿐이라고 말합니다.
전문가들은 또 인신매매 행위가 증가일로에 있고 특히 어린이들이 취약한 상황에 있다고 경고합니다. 가톨릭교의 구호단체인 '카리타스'의 인신매매에 관한 전문가인 마리나 리브시는 전세계적으로 인신매매 행위가 늘어나고 있는 것은 분명하다고 지적합니다.
리브시는 유엔의 국제노동기구, I-L-O의 최근 추산에 따르면 인신매매의 절반이 어린이들인 것을 알수 있다며 중대한 인권침해 범죄행위 증가를 개탄합니다.
마리나 리브시는 인신매매 행위가 주로 아시아지역에서 벌어 지고 있지만 유럽과 그 밖의 선진국들에서도 연간 25만 명이 인신매매되고 있다고 지적합니다.
유럽에서 인신매매 행위가 벌어지는 곳은 주로 우크라이나, 체코공화국, 리투아니아 등 발트3국 그리고 러시아라고 리브시씨는 지적합니다.
유럽의 인신매매가 중부와 동부 유럽에서 주로 벌어지는 것은 서유럽 국가들이 유럽 중부와 동부 9개국에 대한 국경개방후의 현상인 것으로 지적되고 있습니다.
마리나 리브시 등 전문가들은 인신매매 범죄자들이 특히 어린이들을 표적으로 하고 있다고 지적합니다. 어떤 경우엔 부모들이 자녀들을 부유한 나라에 가서 보다 잘 살게 될 것으로 믿고 어린이들을 내어주는 사례들도 있다고 전문가들은 말합니다.
카리타스 등 인신매매 방지 단체들은 유럽연합이 각 회원국에서 증가하는 인신매매 행위를 퇴치하기 위해 보다 철저한 감시를 해야 한다고 촉구합니다. 유럽연합 27개 회원국들이 보다 긴밀한 연락을 통해 인신매매 방지에 협력해야 한다는 것입니다.
또한 유럽연합 회원국들은 마약거래와 돈세탁에 대해 시행하는 것과 똑같은 수단을 통해 인신매매 행위에 대처해야 한다고 전문가들은 강조합니다.*****
Non-governmental experts and European officials are gathering in Paris
Thursday for a conference about the rising phenomenon of human trafficking.
Lisa Bryant reports from the French capital that experts are calling for better
monitoring and coordination to combat the problem, especially in cases involving
children who have been the most vulnerable.
Experts estimate that about 2.4 million people are trafficked
around the world each year, with the numbers rising. But that is only a rough
estimate, they say, since getting a grip on the phenomenon is difficult.
But one thing is clear, according to Marina Leabsch, the number of
people being trafficking around the world is increasing. Leabsch is an expert on
human trafficking for the Catholic relief organization Caritas, which is
organizing the Paris conference.
"According to the recent estimates of
the International Labor Organization, we can see that half of the estimated
people being trafficked are children, and since trafficking is a crime and a
serious violation of human rights, it's clearly a concern," she
said.
Leabsch says most of the human trafficking takes place in Asia -
but about 250,000 people are trafficked each year in Europe and other
industrialized countries.
"If we talk about [Europe], then we are
certainly talking about countries like Ukraine, the Czech Republic, Lithuania -
also all the Baltic countries, but also Russia," she said.
Experts like Leabsch say
children are easy prey for traffickers in particular. In some cases their
parents are tricked into believing they are sending their children to a better
life in a richer nation.
Caritas and other groups fighting against human
trafficking are urging the European Union to do more to monitor the phenomenon
within individual member states and to establish more cross - border
communication to combat it across the 27-member block.
