미국, 베트남에 군사부품 판매 가능성 논의 (E)


미국과 베트남은 베트남에 대한 미국의 무기 및 군사부품 판매 가능성을 논의했습니다. 두 나라는 재난구호에 있어서 미국의 군사적 지원 등 광범위한 현안들을 논의했습니다. 미국과 베트남의 정치, 방위, 안보 등에 관한 첫 번째 전략 대화에서 이 같은 의제들이 논의된 것은 두 나라 관계개선이 계속되고 있음을 나타내는 것으로 풀이됩니다. 좀 더 자세히 전해드립니다.

미국과베트남간전략대화는베트남수도, 하노이에서열렸으며안보분야의광범위한의제들이논의됐다고미국무부의마크키미트차관보가밝혔습니다.

키미트 차관보는 기본적으로 평화유지와 군사지원, 안보지원 문제 등이 논의됐으며 또한 살상, 비살상 무기의잠재적 거래 문제와 여러 가지 상호 관심사들이 논의됐다고 말했습니다.

베트남 외무부의 팜 빈 민 차관은 이번 회담이 건설적이었다고 말했습니다.

민 차관은 베트남과 미국사이 전략대화가 두 나라간 관계 강화에 도움이 됐다고 평가했습니다.

이번 회담에서 베트남 군사당국자들은베트남 전쟁때 남겨진 미군 헬리콥터기들의예비부품들을공급해주도록미국에 요청했습니다.또한 두 나라 대표들은 베트남군이 유엔의 평화유지군 활동에 참여하는 문제와 베트남에서 재난이 발생하때 구호활동을 미군이 지원하는 방안 등을 논의했습니다.

미 국방부의 제임스 클래드 차관보는 이번 회담에 참석한뒤 미국은 베트남이 이미 다른국가들과 맺고 있는 것과 같은 동일한 형태의 군사협력을 발전시켜 나가기를 원하고 있을뿐이라고 밝혔습니다.

클래드 국방차관보는 두 나라간의 극히 쌍무적인 군사협력 관계를전망하는 것은 잘못이라고 지적하면서 미국은 말레이시아와 인도네시아, 필리핀, 태국과 통상적인 군사교류 관계를 맺고 있음을 상기시켰습니다.클래드 차관보는 베트남이 동남아 국가연합, 아세안의 대 회원국으로서 점차 세계무대에 진출하고 있다고 평가했습니다.

안보문제 전문가들은 대체로 미국-베트남간 안보관계를 중국에 대해균형을 이루려는 양국의 노력으로 보고있습니다. 중국과 베트남은 남중국해의 해저석유 매장량이 풍부한 것으로 알려진 남사군도 일대 두 개의 섬에 대한 영유권을 둘러싸고 분쟁을 벌인 바 있습니다.

그러나 클래드 국방차관보는 미국으로선 베트남과 중국이 좋은 관계로 지역안정을 촉진하기를 바란다고 말합니다.

한편, 베트남이 미국과 전략회담을 갖는 것은 베트남의 유망한 장래를 위한 것이긴 하지만국내적으로 정치적 위험을 수반한다는 시각이 있습니다.

영국 브리스톨 대학교의 베트남 전문가,마틴 게인스보로 교수는 베트남-미국간 전략회담에 참석한 베트남 지도자들은 중국과의 관계때문에라도미국에 지나치게편향적으로보이지 않도록 개인적으로 주의해야 한다는 점을 지적합니다.

미국과 베트남은두 나라간 전략대화를 연례 회담으로 계속해 나가기를 기대하고 있습니다. 두 나라의 다음 번 전략회담은내년2009년 워싱턴에서 열릴 예정입니다.

The United States and Vietnam have discussed possible U.S. sales of weapons and spare parts to Vietnam, as well as American military help with disaster relief and a range of other issues. The two nations' first strategic dialogue on political, defense and security issues shows the continuing improvement in U.S.-Vietnamese relations, as Matt Steinglass report from Hanoi.

U.S. Assistant Secretary of State Mark Kimmitt says the talks in Hanoi touched on a wide range of security affairs.


"Primarily peacekeeping, military assistance, security assistance, potential arms transactions, (that are) lethal, (and) non-lethal, and a host of other issues of mutual concern."

Vietnamese Deputy Foreign Minister Pham Binh Minh calls the talks, which ended Monday, productive.

Minh says the dialogue helped contribute to the strengthening of ties between Vietnam and the U.S.

The Vietnamese military has asked the U.S. to supply spare parts for its American-made helicopters, leftovers from the Vietnam War. The two governments also discussed integrating Vietnamese soldiers into United Nations peacekeeping operations, and American military help with disaster relief in Vietnam.

U.S. Deputy Assistant Secretary of Defense James Clad, who was also at the talks, says Washington simply wants to develop the same kind of military cooperation with Vietnam that it already has with other countries in the region.

"It would be incorrect to cast it is as something very bilateral. We have, for example, routine exchanges with the Malaysians, with the Indonesians, with the Filipinos, with the Thais. And I think as a large ASEAN country, Vietnam is more and more coming into that world."

Experts generally see the growing U.S.-Vietnamese security relationship as an effort by both to balance rising Chinese power. China and Vietnam have a dispute over the ownership of two island groups in the South China Sea which may hold rich undersea oil deposits.

But Clad says the U.S. wants Vietnam and China to have good relations, to promote regional stability.

Martin Gainsborough, a Vietnam expert at Bristol University in Britain, says the talks carry promise for Vietnam, but also domestic political risks.

"Individual leaders that are, in a sense, fronting this dialogue - they have to be careful personally that they're not seen as leaning too heavily toward the U.S. Again, not least because of the relationship with China."

The two sides hope to make the talks an annual event. The next meeting is scheduled for autumn 2009 in Washington.
