U.S. President George Bush says the struggle to approve a massive government rescue program for the troubled financial sector is not over. He warned that economic damage will be "painful and lasting" if a plan is not passed.

A proposed 700-billion-dollar rescue measure was defeated in the U.S. House of Representatives Monday, prompting U.S. stock prices to plunge.

Speaking before the U.S. markets opened today (Tuesday), Mr. Bush said the country is in "an urgent situation and the consequences grow worse for every day we do not act."

He said top officials are working with Congress to craft a measure that can pass. The top Democrat and the top Republican in the Senate (Majority Leader Harry Reid and Minority Leader Mitch McConnell) todaypromised quick action to pass the bipartisan rescue bill.

Critics of the bailout plan complained about its huge 700-billion-dollar cost. But Mr. Bush says the cost of stock market losses on Monday alone were more than one trillion dollars.

Stock markets moved very differently today as some key U.S. stock indexes gained more than three percent at one point. Europe's key indexes (London, Paris and Frankfurt) made gains after falling in early trading.
