부시, 미군 파키스탄 월경작전 승인 (E)


조지 부시 미국 대통령이 지난 7월, 파키스탄 정부의 사전 동의 없이 미군의 파키스탄 내 지상 공격을 비밀리에 승인했다고 미국 고위관리들이 말했습니다.

미국의 전현직 관리들은 익명을 전제로, 미군이 공격을 가할 경우 파키스탄 정부에 통보하겠지만 사전에 동의를 구하지는 않을 것이라고 말했습니다.

이들 관리들은 부시 대통령의 승인이, 탈레반과 알-카에다의 거점인 파키스탄의 국경지역에 대한 통제를 강화하기 위한 노력의 일환으로 이뤄졌다고 말했습니다.

앞서 지난 10일, 파키스탄 육군참모총장은 미국의 파키스탄 국경지역에 대한 공격을 비난했으며, 어떠한 대가를 치르더라도 국가의 주권을 방어할 것이라고 말했습니다. 유수프 라자 파키스탄 신임 총리도 11일 참모총장의의 발언에 대해 파키스탄 정부의 시각을 반영한다고 말했습니다.

한편 아프가니스탄 내 나토 대변인은 파키스탄에 대한 월경 작전에 참가하지 않을 것이라고 말했습니다.

Senior U.S. officials say President George Bush gave secret orders in July authorizing U.S. armed forces to carry out ground assaults in Pakistan without seeking approval from Pakistan's government.

Former and current officials, who spoke to U.S. reporters on the condition of anonymity, said the military will notify Pakistan's government when it conducts raids but will not seek its permission.

They said the orders are part of a broader push to assert U.S. control over the Afghan-Pakistani border, considered a stronghold for the Taliban and al-Qaida.

Pakistan's army chief (General Ashfaq Kayani) Wednesday criticized a recent series of suspected U.S. raids in Pakistan, vowing to defend the country's sovereignty "at all costs." Pakistani Prime Minister Yousuf Raza Gilani today (Thursday) said the army chief's statement reflects government views.

In Afghanistan today, a NATO spokesman (James Appathurai) told reporters his troops will not take part in any cross-border operation into Pakistan.
