10일 발표된 보고서에 따르면 2007년 말 부터 가자지구 팔레스타인 인들이 요단강 서안 지역에 머무르기 위해서는 임시 허가증을 신청해야 하며, 이미 몇 년 전부터 요단강 서안에 머무르던 사람이었다 해도 허가증 없이 붙잡힌 사람은 가자지구로 돌려보내집니다.
이 보고서는 또한 팔레스타인 인들이 가자지구에 들어가려 할 때는 다시는 요단강 서안으로 돌아오지 않겠다는 약속을 해야한다고 밝히고 있습니다. 보고서는 이런 관행이 이산가족을 양산했다고 지적합니다.

Two Israeli rights groups say Israel has made Palestinians "illegal aliens" in their own home by escalating efforts to separate the populations of the Gaza Strip and the West Bank.
The report (from B'Tselem and Hamoked rights groups)issued today (Wednesday)says since late last year Israel has required Palestinians from Gaza to apply for a temporary permit to live in the West Bank. Those caught without a permit are sent back to Gaza, even if they have been living in the West Bank for many years.
It also says Palestinians wishing to enter Gaza have to promise never to return to the West Bank.
The report says this practice has pulled families apart, noting stories of husbands and wives kept from traveling between territories to visit each other.
The two territories are geographically separate and are under the authority of different political factions.
