러시아의 드미트리 메드베데프대통령은 그루지아 내의 남오세티아와 압하지아 자치공화국에 대한 독립을 공식 승인했습니다.
메드베데프 대통령은 26일 이들 두 지역의 독립을 인정하고 외교 관계를 수립하며, 협력에 관한 조약초안을 성안하도록 외교부에 명령하는 포고령에 서명했습니다.
미하일 사카슈빌리 그루지아 대통령은 텔레비전 연설을 통해 러시아의 이같은 결정은 불법이라고 비난했습니다. 사카슈빌리 대통령은 국제사회가 그루지아를 지지하고 있다는 점을 상기시키면서 "러시아의 침략"에 대한 국민의 단결을 호소했습니다.
미국 국방부의 브라이언 휘트먼 대변인은 그루지아에서 러시아 군대의 주목할 만한 움직임이 포착됐다고 말했습니다. 휘트먼 대변인은 그러나 러시아 군은 프랑스 정부가 중재한 휴전 협정을 지키고 있지 않다면서, 러시아 군이 아직도 안보지구와 검문소, 그리고 관측소 등에 주둔하고 있다고 말했습니다.

Russian President Dmitri Medvedev has formally recognized
Georgia's breakaway regions of South Ossetia and Abkhazia as independent
states.
Mr. Medvedev signed a decree today (Tuesday) granting the two areas
recognition and ordering the Foreign Ministry to establish diplomatic relations
and draft treaties of cooperation with the regions.
Georgian President Mikheil Saakashvili, in a televised address, called the
Russian decision completely illegal. He noted wide international backing for
his country, and he urged unity among citizens in response to what he called
"Russian aggression."
In Washington, a Pentagon spokesman (Bryan Whitman) said there has been
some significant movement of Russian troops in Georgia. But he said the Russian
forces are not yet living up to the terms of a French-mediated cease-fire
agreement. He said the troops are still maintaining security zones, checkpoints
and observation posts in violation of the accord.
