The United States and Libya have signed an agreement to compensate American victims of Libyan-sponsored terrorism attacks in the 1980s, as well as Libyans affected by U.S. reprisal bombings.
The top U.S. diplomat for the Middle East, David Welch, and Libya's Deputy Foreign Minister, Ahmad al-Fatouri, signed the deal today (Thursday) in Tripoli.
The U.S. victims include those who died in the 1988 bombing of a Pan American flight over Lockerbie, Scotland, and a Berlin(Germany) night club bombing two years earlier.
The deal also compensates Libyan victims who were killed in 1986 in U.S. reprisal attacks on Tripoli and Benghazi.
Welch says the agreement resolves the last major historical issue in the way of establishing normal relations between the two countries.
The agreement also gives Libya immunity against further lawsuits related to the attacks.
