조지 부시 미국 대통령은 쿠바가 지금까지 개혁을 향한 ‘형식적인 몸짓’ (empty gesture)만 보여왔다고 말했습니다. 부시 대통령은 7일 미 국무부에서 자유무역과, 민주주의, 시장개방을 지지하는 경제단체인 아메리카 대륙위원회를 상대로 행한 연설에서 이같이 말했습니다.
부시 대통령은 쿠바 정부가 자국민들을 대하는 방식에 있어서 마음의 변화가 있지 않는 한 쿠바에는 결코 변화가 오지 않을 것이라고 말했습니다. 부시 대통령은 또 자신은 화상회의를 통해 민주화 운동을 하고 있는 쿠바의 반체제 인사들과 대화했다고 밝혔습니다.
한편, 부시 대통령은 이날 연설을 통해 멕시코에서 불법 마약 거래를 퇴치하기 위한 미국의 의지를 강조했습니다. 부시 대통령은 마약이 미국에 도착하기 전에 마약을 압수하기 위해 미국 관리들이 노력하고 있다고 말했습니다.

U.S. President George Bush says Cuba has only made what he calls "empty gestures" towards reform.
Mr. Bush made the comment at the State Department during a speech to the Council of Americas, a business group that aims to promote free trade, democracy and open markets in the region.
The president said there will be no change in Cuba until there is a change of heart in how the Cuban government treats its people. He said he spoke by videoconference with democratic activists in Cuba.
During his speech, Mr. Bush also highlighted the U.S. commitment to the fight against the illegal drug trade in Mexico. He said officials are working to intercept the drugs before they reach the United States.
On trade, the president again called on the U.S. Congress to pass a free trade agreement with Colombia.
And, he said his administration is reaching out to help countries in the Americas improve the lives of their citizens.
