우크라이나와 그루지아 나토 가입 실패의 배경 (E)


북대서양조약기구, 나토 회원국 지도자들은 루마니아 수도, 부쿠레슈티에서 정상회의를 끝마쳤습니다. 나토 회원국 지도자들은 이번 정상회의에서 크로아티아와 알바니아의 나토 가입을 승인했으나 구 소련 공화국, 우크라이나와 그루지아의 가입은 좌절됐습니다. 조지 부시 미국 대통령이 지지했던 우크라이나와 그루지아의 나토 가입이 성사되지 못한 배경을 알아봅니다.

부쿠레슈티 나토 정상회의는 우크라이나와 그루지아의 나토 가입문제를 놓고 나토 지도자들과 블라디미르 푸틴 러시아 대통령이 비공개 회의를 통해 마지막 논의를 한 끝에 막이 내렸습니다.

나토 정상들의 마지막 회의는 야프 데 후프 스헤페르 나토 사무총장의 짧막한 개회사로 시작됐습니다.

스헤페르 사무총장은 오늘 날 나토 동맹국들의 관계는 정치적 현실과 견해를 달리하는 사안들 그리고 실질적이며 실용적인 공통의 관심사들의 영향을 받아 참으로 다각적인 국면에 당면해 있다고 말했습니다.

이어 나토 정상들의 마지막 본회의는 취재진을 밖으로 내보내고 비공개로 계속됐습니다. 회의가 끝난뒤 블라디미르 푸틴 러시아 대통령은 별도의 기자회견을 갖고 이번 논의를 다행스럽게 여긴다면서 냉전시대로 되돌아갈 수는 없다고 말했습니다

푸틴 대통령은 또 다른 냉전의 어두운 상황에서 어떤 기회를 획득하려는 일부 세력이 있는 것으로 보인다면서 그러나 유럽도 미국도, 러시아도 과거로 되돌아갈 의도는 갖고 있지않으며 그럴 필요가 없다고 말했습니다. 푸틴 대통령은 이어 나토의 동방확장을 비난했습니다. 푸틴 대통령은 러시아의 국경선을 따라 강력한 군사 불럭이 나타나는 것은 러시아로선 국가안보에 대한 직접적인 위협으로 간주하게 만들 것이라고 말했습니다.

나토는 하루 전의 회의에서 구 소련 공화국인 우크라이나와 그루지아의 나토 가입절차 착수를 반대했습니다. 나토 지도자들은 그러면서도 궁극적으로 두 나라를 나토 회원국으로 받아들일 의도로 있다고 선언했습니다.

나토 정상들은 푸틴 대통령과 회의를 갖기 불과 몇 시간전에 우크라이나의 궁극적인 가입 전망에 관해 빅토르 유시첸코 대통령과 논의했습니다.

유시첸코 우크라이나 대통령은 나토 정상들과 논의를 마친뒤 기자회견을 갖고 우크라이나의 회원국 결정 문제는 최선의 전망속에 있다면서 장래의 조치에 대한 약속에 중점을 둘 것이라고 말했습니다.

유시첸코 대통령은 우크라이나가 나토에 가입하려고 명백히 밝힌 것은 이번이 처음이라면서 이는 우크라이나 국민들과 국가에게 역사적인 일이라고 강조했습니다.

한편, 발칸반도의 크로아티아와 알바니아는나토에 가입하도록 초청됐습니다. 부시 미국 대통령은 나토 정상회의 폐막직후 부쿠레슈티를 떠나 다음 방문국인 크로아티아에 도착했습니다. 부시 대통령은 크로아티아 수도, 자그레브에 24시간동안 머문뒤 러시아 흑해 휴양도시 소치에서 푸틴 대통령과 정상회담을 갖기 위해 현지로 향하고 있습니다.

TEXT: NATO Secretary General Jaap de Hope Scheffer opened the session with brief public remarks.

"Today, our relations are truly multi-facetted, influenced both by political realities and issues on which we differ as well as by practical and very pragmatic common interests."

And then the news media was ushered out, and the doors were closed. When it was all over, President Putin gave his take on the meeting at a press conference. He said
he was pleased with the discussions, and said there can be no return to the Cold War.

He spoke through an interpreter:

"Maybe there are some interests which would want to gain some opportunities in the murky waters of another cold war. But global players - I mean neither the Europe, nor the United States, nor Russia has any interest in returning to the past. There is no need for this."

But the Russian leader lashed out at the eastward expansion of NATO.

"The appearance of a powerful military bloc along our borders would be taken in Russia as a direct threat to the security of my country."

On Thursday, the western military alliance turned down a bid by Georgia and Ukraine to be put on an immediate path to membership. But NATO members declared they intend to eventually bring the two former Soviet republics into the fold.

Just hours before President Putin met with summit leaders, the alliance discussed the outlook for eventual membership with Ukrainian President Viktor Yushchenko.

Speaking thru an interpreter, Mr. Yushchenko the membership decision in the best possible light, focusing on the promise of future action.

"This is the first time when it was clear determined that Ukraine will be in NATO. This is an historic event for our people and our country."

Two Balkan nations were invited to join the alliance at the Bucharest summit - Croatia and Albania. Shortly after the summit came to an end, President Bush arrived in Zagreb - the Croatian capital.

During his twenty-four hour visit, Mr. Bush will celebrate the NATO invitation with Croatian and Albanian leaders.

He then heads to the Russian Black Sea resort of Sochi for his final face-to-face meeting with Vladimir Putin before he steps down as Russian president next month. A senior U.S. official said President Bush sees it as a meeting of two old war horses. Mr. Putin's successor Dimitri Medvedev will also take part in the discussions. (signed)
