미국, 중국에 공기오염 제거장비 관세철폐 촉구 (E)


미국의 헨리 폴슨 재무장관은, 중국이 공기오염감소 기술 수입에 대한 무역장벽을 철폐할 것을 촉구했습니다. 폴슨 장관은 또한 최근 중국의 위안화 평가절상을 찬양했지만, 앞으로도 평가절상노력은 계속돼야 할 것이라고 말했습니다. 이에 관한 자세한 소식입니다.

폴슨 장관은, 높은 관세 등 무역장벽이 최신 공해방지제품의 중국내 수입을 가로막고 있다고 지적했습니다.

폴슨 장관은 중국의 에너지와 매연배출 저하목표를 찬양했지만, 중국의 심각한 대기및 수질오염의 개선을 위해서는 고도의 첨단 기술이 필요하다고 말했습니다. 폴슨 장관은 세계 최악의 오염도시 20개 가운데 16개 도시가 중국에 있어, 머지않아 세계 최대의 온실가스 배출국가로 미국을 능가하게 될 것이라고 지적했습니다.

폴슨 장관은 중국 과학원에서 행한 연설에서 첨단기술이 중국인들의 건강과 복지를 향상시켜 줄 것이라고 말했습니다.

폴슨 장관은, 청정기술을 사용하지 않고 그 기술들에 관세를 부과하는 것은 경제적으로 이해하기 어렵고 도덕적으로도 올바르게 보이지 않는 측면이 있다고 지적했습니다. 바로 이런 분야가 중국과 미국이 공동 협력할수 있는 분야라고 폴슨장관은 말했습니다.

그러나 중국 당국은, 미국 정부의 규제조치들이 문제라고 그동안 주장해왔습니다. 미국은 군사적 용도를 가진것으로 것으로 믿어지는 기술의 수출을 제한하고 있습니다.

폴슨 장관은 이틀간의 중국 방문중 중국의 후진타오 국가주석과 원자바오 총리와 회담을 가졌습니다. 이들은 에너지절약과 앞으로 두 나라간의 일련의 무역및 경제회담에서 다루게 될 미국과 중국의 협력문제에 관해 논의했습니다.

미국은 오는 6월에 1년에 두번씩 열리는 미국과 중국간 전략경제대화의 네번째 회의를 개최합니다.

폴슨 장관은 두 나라가 당면하고 있는 문제들을 중심으로 협력을 강화하는 것이 중요하다고 밝혔습니다.

폴슨 장관은, 미국과 중국 두 나라가 공동으로 직면한 장기적인 구조적인 도전이 가로놓여 있다며, 미국의 과제는 절약을 늘리고 소비를 줄이는 것이며, 중국의 도전은 절약은 덜 하면서 소비를 늘리는 것이라고 말했습니다.

폴슨 장관은 또한 최근 중국의 위안화 평가절상 조치를 환영하고, 앞으로도 평가절상이 계속돼야 할 것이라고 밝혔습니다.

중국의 위안화는 2005년 중국이 달러화에 대한 고정 환율제를 포기한 이후 18% 포인트가 절상됐습니다. 금년 들어 중국 위안화는 미 달러화에 대해 4% 절상됐습니다.

중국의 위안화는 많은 전문가들이 저평가되고 있는 것으로 판단하고 있습니다. 미국은 대중국 무역적자의 상당부분이 위안화의 저평가에 연유된 것으로 판단하고 있습니다.

The U.S. Treasury Secretary, Henry Paulson, has urged Beijing to scrap barriers on imports of pollution-reducing technology. Daniel Schearf reports from Beijing the Secretary praised China's appreciating its currency, but said it should continue.

Secretary Paulson said high tariffs and other trade barriers are preventing the latest anti-pollution products from entering China.

He praised China's energy and emission reduction goals, but said high technology is needed for China's severely polluted air and water. He noted that China is home to 16 of the world's 20 most polluted cities, and is to surpass the United States as the world's largest emitter of greenhouse gases.

Speaking at China's Academy of Sciences, Paulson said the technology would improve the health and well being of the Chinese people.

"There is something that does not seem economically sensible, and does not seem morally right to, to not be using clean technologies and charging a tariff on them. So, I think that is one area where we can all work together."

Chinese officials have argued Washington's restrictions are the problem. The United States limits exports of technology believed to have a dual military use.

Paulson met with China's President Hu Jintao and Premier Wen Jiabao during two-days of meetings. They discussed closer U.S.-China cooperation on energy conservation and an upcoming round of bilateral trade and economic talks.

The United States is hosting a fourth round of the twice a year Strategic Economic Dialogue in June.

Paulson said it is important that the two countries increase cooperation to target problems they are both facing.

"Long-term structural challenges confront both of our economies. For the United States the challenge is to save more and spend less, for China the challenge is to save less and consume more."

He welcomed China's letting its currency, the yuan, rise in value and said it should continue.

The yuan has increased in value by 18 percent since Beijing ended its fixed exchange rate with the dollar in 2005. The currency is four percent higher against the dollar this year.

The yuan is believed by many economists to be undervalued. Washington partly blames the exchange rate for its record trade deficit with China.
