President Bush says it is a "mistake" for OPEC to allow energy prices to stay so high that they damage the economy of the cartel's biggest customers.
Mr. Bush says high prices are prompting the United States to invest in biofuels and other alternatives to oil.
He spoke today (Tuesday) at the White House as officials from the Organization of Petroleum Exporting Countries gather in Vienna for a meeting Wednesday to consider oil supplies and prices.
Oil prices recently hit a record-high price just below 104 dollars a barrel, prompting some customers to urge an increase in output to help ease the price.
But some OPEC officials blame the high prices on speculators, not an oil shortage.
