한-미 합동 군사훈련 개시 (E)


1일 한.미 합동 군사훈련이 1주일 일정으로 시작됐습니다. 북한의 남한 침공을 억지하고 유사시 북한의 침공을 물리치는 한미 합동 군사능력을 확보하는데 목적을 둔 이번 군사훈련은 키 리졸브 폴 이글 2008로 명명돼 있습니다. 북한은 과거에 그랬던 것과 마찬가지로 한미 군사훈련이 북한을 침공하기 위한 준비라며 비난하고 있습니다. 한미 군사훈련 내용을 구체적으로 알아봅니다.

한미 합동군사 훈련, 키 리졸브 폴 이글 2008 작전은 이전에 실시됐던 양국군 합동 군사훈련들과 마찬가지로 북한의 공격에 대응하는 한미 합동 군사작전 훈련입니다. 미국과 한국의 군사 관계관들은 이번 군사훈련에 약 2만 명의 미군 병력이 참가하며 상당수의 한국군 병력도 참가한다고 밝히고 있습니다. 이번 한미 합동 군사훈련에는 미 해군 항공모함 니미츠호 등 여러 척의 함정들이 처음으로 동원됩니다.

북한은 1950년에 남한을 기습 침공한 바 있습니다. 6.25 전쟁은 1953년 7월에 정전협정 체결로 전투가 중지된 상태이며 사실상의 전쟁을 끝내는 평화협정은 아직도 체결되지 않고 있습니다. 남한에는 미군 병력 약2만8천 명이 아직도 주둔하고 있습니다. 주한 미군의 역할은 정전협정의 이행과 북한군의 재남침을 억제하는데 목적을 두고 있습니다.

이번 한미 합동 군사훈련에서는 병력과 군사장비의 동원을 위한 야전작전과 컴퓨터 모의작전이 실시됩니다.

한국군 대변인 김상도 대령은 이번 합동 군사훈련이 한반도에서

전투가 벌어지는 상황에 대비해 주요 보급라인을 통합적, 효율적으로 운영하는 능력을 향상시키기 위한 것이라고 설명했습니다. 김상도 대령은 이번 합동 군사훈련이 한국군과 미군의 합동작전 능력 향상에 도움이 될 것이라고 덧붙였습니다.

이번 군사훈련에 동원되는 미군 병력은 태평양과 미 본토에서 증원되는6천명과 주한미군 1만2천 명으로 돼 있으며 별도의 미군 병력 9천명은 상륙하지 않고 해상에서 대기하는 것으로 알려졌습니다.

한편 한미 합동 군사훈련에 처음으로 참가하는 미 해군의 핵추진 항공모함, 니미츠호에는 1백 대 가량의 전투기들이 탑재될 수 있으며 승무원수는 6천 명에 달합니다.

북한은 과거에 그랬던 것처럼 이번에도 한미 합동 군사훈련을 맹렬히 비난하고 있습니다. 북한 관영 조선중앙통신은 북한군 대변인의 말을 인용해 이번 한미 합동 군사훈련을 어리석은 훈련이라고 말했습니다. 또한

북한 관영 신문은 한미 합동 군사훈련을 북한에 대한 침공을 위한 무모한 군사훈련이라고 비난했습니다.

북한의 대남 기구인 조국평화통일위원회도 ‘호전광들의 무분별한 북침전쟁 책동은 조미 사이의 핵문제 해결과 북남관계 발전에 엄중한 장애를 조성하는 것이라고 비난했습니다.

그러나 미국과 한국 당국자들은 이번 한미 합동 군사훈련이 순전히 방위적 성격의 훈련이며 이번 훈련일정을 북한 관계당국에 통보한 바 있다고 말했습니다. 조지 부시 미국 대통령과 고위 관계관들은 미국이 북한을 공격할 의도를 갖고 있지 않다는 것을 되풀이 강조해 왔습니다.

The United States and South Korea have begun a robust week-long series of annual military exercises aimed at ensuring the two allies can deter and defeat any incursion by North Korea. As it has often done in the past, Pyongyang is condemning the exercises, calling them a rehearsal for aggression against the North. VOA's Kurt Achin reports from Seoul.

Sunday's drill mobilization is similar to other past exercises held on an annual basis, aimed at simulating a combined U.S. - South Korean response to a North Korean attack.

U.S. and South Korean military officials say about 20-thousand U.S. personnel are taking part, as well as a significant portion of South Korea's 680-thousand military personnel. They are supported for the first time by the aircraft carrier U.S.S. Nimitz and several other U.S. warships docked near the southern port city of Busan.

North Korea invaded South Korea in 1950. An armistice was signed three years later, but there has never been a formal peace treaty to conclude the conflict. Washington stations about 28-thousand forces here to help enforce the armistice, and deter a repeat of the North's invasion.

The week's exercises include field drills and computer simulations of the movement of personnel and equipment. South Korean Colonel Kim Sang-do says such drills help ensure the integrity of crucial supply lines in a potential battle scenario.

Kim says the exercises will enhance the joint military capability of the U.S. and South Korea.

As it has often done in the past, North Korea is issuing harsh public criticisms of the exercise. The North's main news agency quotes an army spokesman who describes the drills as "madcap war exercises." A government newspaper in Pyongyang calls them "reckless maneuvers for a war of aggression" against North Korea.

U.S. and South Korean authorities insist the exercises are purely defensive in nature, and say they have notified the relevant North Korean authorities of this week's training schedule. President Bush and other senior U.S. officials have said repeatedly the United States does not intend to attack North Korea.

However, the exercises coincide with a difficult period in multinational negotiations aimed at ending North Korea's nuclear weapons programs. Pyongyang promised it would declare all of its nuclear activities by the end of 2007, but has still failed to do so.

Senior U.S. negotiator in those talks, Assistant Secretary of State Christopher Hill, was expected to leave Beijing Sunday after failing to meet with his North Korean counterpart. Hill was quoted as saying the North Koreans are "not ready" to discuss pushing the nuclear talks forward.
