The International Atomic Energy Agency says Iran has made progress in providing information about its nuclear program, but not enough to prove it is developing its nuclear program solely for peaceful purposes.

U.N. nuclear chief Mohamed ElBaradei says Iran provided monitors with more access and information than in years past, allowing the agency to clarify outstanding issues.

However, he says some issues, such as Tehran's alleged studies on high explosives and missile warhead design, have not been fully addressed.

The 11-page IAEA report released today (Friday) also says Iran has failed to suspend uranium enrichment -- a process that can be used to make nuclear weapons.

A U.S. State Department spokesman (Sean McCormack) said the U.S. is concerned that Iran is still not complying with international obligations.

Iran's top nuclear negotiator (Saeed Jalili) says the report proves Iran has been truthful about its nuclear plans.
