국제인권단체인 휴먼 라이츠워치는, 파키스탄 법무장관이 오는 18일에 실시되는 의회선거가 조작될 것이라고 한, 발언을 담은 녹음테이프를 입수했다고 밝혔습니다.
휴먼 라이츠워치는 15일 이 녹음 테이프를 공개했습니다. 파키스탄의 말리크 코이욤 법무장관은, 이 녹음테이프에서 신원이 밝혀지지 않은 한 사람과 이번 선거에서 어느 당 후보가 후보로 나설 것인지에 관해 얘기를 나누었습니다.
이 테이프에서 코이욤 장관은, 그 사람에게 여당측 사람들이 당선되도록 투표를 크게 조작을 할 수 있는 후보들을 찾아보라고 지시하는 대목이 나왔습니다. 그는 어느 당이라고 지칭하지는 않았습니다.
그러나 코이욤 장관은 ‘미국의 소리’방송과의 회견에서 테이프의 목소리가 자신의 것이 아니라고 밝히고, 휴먼라이츠워치를 고소할 것이라고 말했습니다.
휴먼라이츠워치는, 이 녹음테이프가 지난 해 11월 한 기자와의 전화 인터뷰중에 녹음된 것이라고 밝혔습니다. 코이욤 장관이 전화인터뷰를 하고 있던 중에 또 다른 전화를 받고 통화를 한 내용이 녹음된 것입니다.

Human Rights Watch says it has obtained an audio recording of Pakistan's attorney general saying the country's upcoming parliamentary elections will be rigged.
On the tape, released today (Friday), Pakistani Attorney General Malik Qayyum sounds as if he is advising an unidentified person on which political party to approach to become a candidate in the upcoming polls.
Qayyum also advises the person to seek candidacy in the party that will -- in his words -- "massively rig" the election to get its own people to win. He does not specify which party.
But in an interview with VOA (Urdu service), Qayyum denied it was his voice on the tape and said he will sue Human Rights Watch.
The group said the recording was made during a phone interview with a reporter last November. Qayyum, while still on the phone during the interview, took another call and that conversation was recorded.
In response to the attorney general's denial, Human Rights Watch says it stands by the validity of its claim.
